Job Requisition: R-4144 Manager, Data Strategy (Open) Primary Location: RESTON Job Description: General Overview / Position Summary: Play a leading role in Neustar’s data acquisition function, responsible for identifying , developing and finalizing data licensing and/or data purchases with 3rd party data providers in support of Neustar’s products and services, which are achored in Identity. The Manager, Data Strategy will ensure our 3rd party data vendor engagements are effective and aligned with the Neustar’s overall data acquisition strategy and process. Responsibilities include the identification of potential sources of 3rd party data assets and relationship management of existing 3rd party data vendor relationships. Act as subject matter expert in partnership with internal stakeholders to identify data needs and conduct market research in support of new and changing data needs. The Manager, Data Strategy will build and maintain strong alliances with internal leaders and advocate for Neustar’s partnership capabilities with 3rd parties. Additional team responsibilities include data inventory maintenance, support the identification of data deficiencies, budget management and market research. Core Duties / Responsibilities: Establish an industry leading data acquisition function by continually refining and improving the process whereby relevant data is identified, evaluated, and licensed/purchased Evaluates strategic fit of data vendors and makes recommendations to senior management on acquisition or development opportunities. Negotiates business terms for data licenses, and takes contracts from initial terms to the point of execution Uses multiple communication formats to keep stakeholders, management, project teams, and business units up to date on data acquisition efforts. Represents the department in cross-organizational internal meetings. Proactively consults with business unit leaders to set strategic direction, understand business issues, share information, and solicit feedback on development efforts Prepares and manages the Neustar data acquisition budget Continually reviews vendor relationships and spends in support of maximizing value for TransUnion while attempting to reduce costs. External facing. Represents Neustar with 3rd party data vendors with whom we may also have a customer relationship. Performs other related duties as assigned Requirements: 10 years significant data acquisition, alliance and/or relationship management experience Demonstrated leadership skills Very strong reasoning skills (analytic ability) Strong communication skills for listening to customers and business executives and clearly articulating needs and opportunities Excellent written and verbal communication skills required. Ability to mentor other less tenured associates Experience in working within a large matrixed organization across and supporting teams from different domains and countries Masterly level communication skills, with knowledge of the data industry, data regulations, and knowledge of the complexities associated with the licensing of 3rd party data in regulated environments Must display strong business acumen and judgment and analytic abilities Bachelor’s degree in management, sciences, or mathematics domain Neustar does not accept unsolicited resumes from external firms or agencies.
