Nemean Solutions, LLC is looking for an Antiterrorism and Protection, COOP and Operations Security (OPSEC) SME - NETCOM

Background:

The Antiterrorism (AT) and Protection efforts are key initiatives undertaken by the Department of the Army (DA) to protect Soldiers, civilian employees, family members and mission equipment from asymmetric, terroristic attacks and to ensure mission completion. The Protection, Antiterrorism, Continuity of Operations (COOP) and Operations Security (OPSEC) efforts fall under the responsibility of the Network Enterprise Technology Command (NETCOM) G3 Current Operations.

Requirements and Qualifications:

  • Provide twelve (12) Antiterrorism Level I training sessions to NETCOM headquarters personnel annually and monitor Level II training at subcommands per applicable regulations.
  • Provide threat briefings to all headquarters staff travelers departing CONUS five (5) to seven (7) working days before the staff member departs on leave, Temporary Duty Station (TDY) or deployment.
  • Maintain documentation, such as decision papers, information papers, and OPORDs, concerning data calls from DA, as well as other products generated internally to the Protection Cell.
  • Review classified and unclassified (Controlled Unclassified Information (CUI) and OpenSource) terrorism and asymmetric threat information to provide the most current information to the traveler. The Contractor shall use this information to update and present country threat briefings to travelers using an information-paper format for the threat briefings per AR 25-50, DA Pam 25- 50 and NETCOM Pamphlet 25-52. Based on historical figures, the Government anticipates Antiterrorism and Protection, COOP and Operations Security (OPSEC) NETCOM Antiterrorism and Protection, COOP and Operations Security (OPSEC)NETCOM needing approximately 20 threat briefings per month; however, the Government does not represent that this figure will remain the same throughout contract performance.
  • Review and recommend changes to the Contracting Officer's Representative (COR) on the command Strategic AT Plan using the Department of the Army (DA) Strategic/Antiterrorism Plan and AR 525-13 as guidelines. The Contractor shall answer questions from command staff within two working days and document the answers via email or memorandum.
  • Input information to the Critical Vulnerability Assessment Management Program (CVAMP) or replacement system such as the Mission Assurance Risk Management System (MARMS). Contractors shall, under Government guidance, brief Protection, AT and OPSEC status to various command audiences as required by the COR. Provide the COR information papers verifying these inputs.
  • Provide subject matter expertise support to subcommand anti-terrorism officers (ATO) and support personnel executing the Protection and Antiterrorism mission within NETCOM, subordinate commanders, and the U.S. Army and Department of Defense. Provide operational experience to the command Antiterrorism and Protection programs.
  • Prepare OPSEC reports and awareness reminders and conduct training when required by the COR in the absence of the OPSEC Program Manager. OPSEC training is included in AT Level one training with the HQ staff at Fort Huachuca.
  • Conduct research and provide input to the COR for Pandemic Influenza (PI) and installation biological preparedness planning and semi-annual PI exercises conducted at Fort Huachuca.
  • Provide support to the Government with conducting Executive Level meetings to include, Protection Executive Committee (PEC), Threat Working Group (TWG) and OPSEC or COOP Working Groups (WG). These executive meetings are held at least semi-annually per applicable Army regulations (ARs). These meetings may take place more frequently per command directions and meetings may be combined based on COR determination.
  • Prepare Terrorist Threat Reports (TTR), Terrorist Incident Reports (TIR) and other reports as required by applicable regulations and provide these to the COR weekly.
  • Liaise with Intelligence and security organizations, weekly and in accordance with applicable ARs, to assist the Government in ensuring proper intelligence fusion efforts.
  • Provide authoritative assistance to NETCOM personnel supporting AT program. reviews at subordinate commands and units prior to and during all assessments. The Contractor shall visit subcommands and assist in the preparation of annual Criticality Assessments (CA), Threat Assessments (TA), Vulnerability Assessments (VA), and Risk Assessments (RA) per AR 525-13. The Contractor shall provide the program review results/briefings/After Action Reports to the COR within 5 days of completed assessments.
  • Coordinate with the NETCOM staff supporting the OPSEC program, reviewing plans, coordinating subcommand program efforts inputs, attending OPSEC working group meetings and reporting minutes of same, as required.
  • Maintain and update data including identifying information (name, email, contact number, etc.) of subordinate command protection personnel, weekly.
  • Operate the LENEL (Access Control) system and issue Proxy Cards or grant Common Access Card (CAC) access to all Military, Department of the Army Civilians (DAC), and Contractors. Ensure Quarterly schedule of preventative maintenance is conducted on the LENEL Access Control System by Stanley Security Solutions

Must Have:

  • The Contractor shall have expertise in the following areas: AT, OPSEC, COOP, physical security, and overall protection program standards and doctrine.
  • The Contractor shall maintain extensive knowledge of current Department of Defense (DoD)
  • regulatory criteria, policies, procedures, principles, concepts, and techniques of protection with AT and OPSEC as particular focus areas.
  • At least three years' experience in Force Protection and/or Antiterrorism operations
  • and/or OPSEC or Protection, Antiterrorism and OPSEC training.
  • A valid motor vehicle operator's license.
  • Strong oral and written communication skills.
  • Experience briefing and working with both senior-level and subordinate personnel.
  • Completion of the requisite Level II ATO Training and Level II ATO certification

Security Requirements:

  • Top Secret Clearance

Support Hours: The workday shall start between 0630-0800 and end between 1500 and 1700 depending on company policy for lunch periods.

Place of Performance: The Contractor's place of duty shall be at Greely Hall (Bldg 61801), 2133 Cushing Street, Fort Huachuca, AZ 85613, unless in a TDY status. Work will also be performed within the SCIF. ACCESS TO CLASSIFIED INFORMATION IS LIMITED TO GOVERNMENT WORK LOCATIONS.

Travel: The Contractor shall provide support at CONUS and OCONUS locations. Support outside the Fort Huachuca, AZ area will be designated as TDY.
