The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking a Transportation Planner in the Sustainable Development program within the Metropolitan Planning Organization. This position will undertake projects related to the interface between land use and transportation planning, bicycle and pedestrian planning, community school siting, and Safe Routes to School.

This position is a unique opportunity to experience diverse, real-world applications of integrated transportation and land-use planning and funding. The successful candidate will assist in activities related to infrastructure and land-use planning, infrastructure project funding, plan development, context-sensitive design, and Geographic Information System (GIS) mapping and analysis in a fast-paced office environment with multiple priorities. Specific project areas may include: developing guidance documents and recommendations related to a wide range of transportation/land-use planning topics; assisting with the evaluation of infrastructure projects submitted for funding; developing multimodal roadway corridor plans, downtown plans, and Safe Routes to School plans using context-sensitive design principles; and assisting with projects that advance unique environmental and transportation solutions.

Responsibilities may include, but are not limited to, the following:

  • Developing, reviewing, and coordinating planning and infrastructure projects, including data collection and analysis related to land use, demographics, market conditions, and multimodal transportation access
  • Coordinating activities with city governments, transit agencies, developers, nonprofits, consultants, stakeholders, and the public on transportation projects
  • Preparing correspondence, technical reports, and other documents
  • Preparing and delivering oral presentations
  • Using ArcGIS and visualization tools to develop detailed maps, graphics, and spatial analysis
  • Preparing grant documents and reports
  • Supporting the management of consultant contracts

Required Skills

  • Excellent verbal, public speaking, and written communication skills, including ability to write technical documents
  • Strong critical-thinking, problem-solving, and analytical skills
  • Detail oriented, highly organized, with an ability to manage multiple assignments/tasks and work well in a deadline-driven environment without diminishing quality of work
  • Ability to collaborate effectively with others, regardless of opposing viewpoints or diverse approaches to the work
  • Ability to work independently and in a team environment
  • Ability to gather and analyze data from multiple sources such as Census data, appraisal district parcel data, land-use, and zoning data, etc.
  • Good understanding of planning and urban design principles, development processes, and real estate principles that are related to sustainable development and context-sensitive planning methods
  • Understanding of interrelationships between transportation and land-use planning
  • Ability to use ArcGIS Pro to develop layers, shapefiles, and maps

Required Education and Experience

  • Bachelor’s degree in analytical, quantitative methods (urban/transportation planning, economic development, public administration, etc)
  • One to three years of work-related experience
  • Experience working on multiple projects, meeting deadlines, and balancing multiple priorities
  • Experience working with local governments, commercial real estate developers, other built environment stakeholders, or the public

Starting Salary Range

Minimum of $59,390.00 - $71,268.00 annually

The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise. NCTCOG also serves as a designated recipient for Federal Transit Administration funds.
