What You Will Do :
  • Serve as a technical advisor and expert in designing, planning, and carrying out comprehensive assessments of ORS, ORF, and NIH programs and projects, and in identifying and analyzing systemic problems and issues.
  • Apply advanced skill in the concepts, principles, theories, and techniques of psychology, including the observational, quantitative, and qualitative methods of industrial and organizational psychology, to develop and apply plans and tools for assessing organizational and program effectiveness, efficiency, quality, and results. Such assessments support ORS, ORF, and NIH strategic plans and objectives, as well as government-wide initiatives on organizational and program performance management, quality assurance, and efficient service delivery.
  • Provide skill and expertise in facilitating the implementation of quality management initiatives throughout ORS, ORF, and NIH. Champions the use of innovative quality management techniques appropriate to the agency mission and culture.
  • Develop assessment plans designed to implement one or more assessment tools for specific organizations, occupations, or situations. Plan and implement assessments of various ORS, ORF, and NIH programs and services to evaluate and analyze issues pertaining to the quality, effectiveness, efficiency, and success in meeting customer needs; and to provide information and guidance to assist management officials in developing strategies, initiatives, and proposals for program/service improvements and changes in focus or direction.
  • Design and develop various types of assessment tools as appropriate to address specific issues, including studies, surveys, questionnaires, competency models, and statistical analyses.
  • Identify and present a broad range of current and emerging assessment options and models for use in evaluating NIH programs and initiatives. Identify steps and variables to consider when developing assessment strategies.
  • Develop the agency assessment strategic plan, which requires the application of the latest findings in the field of industrial/organizational psychology in a broad range of program and functional areas.
  • Develop qualitative and quantitative protocols for use in carrying out assessment activities in a biomedical research environment.
  • Coordinate with other ORS, ORF, and NIH organizations in planning, developing, coordinating, and administering assessment plans, studies, questionnaires, and analyses.
  • Plan, coordinate, and carry out data collection activities throughout the applicable organization(s). Develops plans for the scoring and analysis of data for surveys and questionnaires for assigned projects.
  • Apply organizational and industrial psychology concepts and methods to analyze results from assessments and to compile results, identify trends and problems, draw conclusions, and develop findings and recommendations.
  • Plan or participate in special projects to analyze and improve quality management activities. Lead, conduct, or participate in complex projects and reviews involving quality management issues with wide or significant impact on ORS, ORF, or NIH programs and functions. Organize assigned projects, collaborate with other project team members in accomplishing project goals and objectives, and develop or select methodologies and techniques appropriate to the subjects under examination.
  • Convene and facilitate panels of subject matter experts to accomplish complex analyses of major program areas, functions, and work activities.
  • Develop technical reports, presentations, and other documentation of the findings and results of assessments and studies, including validation of analyses and conclusions.
  • Present analyses, findings, results, and recommendations to management and program officials for use in making decisions regarding the development and administration of ORS programs and activities.
  • Provide advice and support to the Contracting Officers Representative (COR) for all contracts involving the design and administration of surveys, development of assessment tools, and other assessment functions.
  • Draft and develop policies and procedures pertaining to assessment programs and activities.
  • Represent DQMP, ORS, and NIH in interactions with other government agencies, committees, academic institutions, industry groups, etc. in developing and evaluating new and existing approaches to collecting and analyzing assessment data; serving on committees; and identifying and addressing technical issues.
  • Collaborate with NIH and Institute/Center senior management officials and program staff, program evaluation specialists, and industrial and organizational psychologists from within and outside of the agency on issues pertaining to the application of organizational and industrial psychology concepts and practices in assessing the quality, effectiveness, and efficiency of programs and services.
  • Establish and maintain effective relationships with NIH and DHHS peers having related responsibilities and functions; respond authoritatively and on behalf of DQMP to questions concerning the methodology and underpinning of procedures used in performing assessments of ORS and NIH programs and activities.
  • Provide technical guidance, assistance, direction, and instruction to other DQMP, ORS, ORF, and NIH management, technical, and program personnel in such matters as data collection procedures, development of assessment plans, data collection and sampling techniques, reporting methods, interpretation and documentation of findings and results, and ensuring documentation and justification for conclusions and recommendations.
What You Will Need :
  • Master's degree in statistics, industrial-organizational psychology, or related field.
  • Minimum SIX (6) years of experience
  • Experience designing, evaluating and interpreting qualitative and quantitative organizational data
  • Experience providing consultations and designing studies in support of enhancing organizational effectiveness
  • Experience offering guidance on strategic changes and strategic plan implementation efforts
