Description

Navarro Research and Engineering is recruiting for a Project Manager in Richland, WA.

Navarro Research & Engineering is an award-winning federal contractor dedicated to partnering with clients to advance clean energy and deliver effective solutions for complex challenges in the nuclear and environmental fields. Headquartered in Oak Ridge, Tennessee, Navarro has active programs in place across the nation for DOE/NNSA, NASA, and the Department of Defense.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

Successful candidate will perform as a fully competent construction project manager in all conventional aspects of managing small to medium, non-stand-alone Engineering, Procurement and Construction (EPC), capital improvement, or facility/infrastructure upgrade projects from initiation through closeout. The candidate will be part of a team that executes the portfolio of Laboratory Corrective Maintenance and Facility Improvement projects including instrument procurements, expense corrective maintenance projects, General Plant Projects (GPPs) and Capital Line-Item Projects. Candidate will be expected to develop Project Work Breakdown Structure (WBS), life-cycle schedules and budgets, develop DOE funding requests, proactively identify potential problems and devise ways to resolve them in a timely manner, and liaise with Laboratory management, support staff, clients, and oversight personnel to lead Laboratory Projects. Specific skills/abilities required to meet job requirements at the equivalent level in the proposed job family include the following:

  • Makes decisions independently on engineering problems and methods and represents the department in conferences to resolve important questions and coordinate work.
  • Demonstrates interpolative thinking, utilizes advanced techniques, modifications or extensions to practiced theories, and is generally seasoned technically.
  • Plans and conducts work requiring judgment in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures and criteria.
  • Contributes to development of new concepts, techniques, and standards.
  • Demonstrates excellent interpersonal and communication skills needed to facilitate project milestones.
  • Is able to clearly and concisely communicate to peers and management.
  • Takes prompt action to accomplish assigned objectives and understand/identify issues and opportunities.

Responsibilities:

  • Applies an extensive and diversified knowledge of Project Management principles and practices in assignments and related work.
  • Functions as fully competent project manager in all conventional aspects managing projects; including, Engineering, Procurement and Construction (EPC), High Hazard Operations (HHO), infrastructure upgrades, or facility construction projects from initiation through closeout in accordance with quality standards and requirements.
  • Functions as lead Project Manager on a task force or special assignment, coordinating the activities of task force Project Managers and engineers from the discipline specialty.
  • Participates on and leads cross-organizational improvement team(s) engaged in visible/business sensitive program/project type work involving complex problems and/or key budget, schedule, or regulatory compliance issues.
  • Represents Navarro-ATL to both internal and external customers where appropriate; manages related correspondence. Interacts with DOE-ORP, DOE-HQ, oversight panels and boards as appropriate, and other organizations on matters involving assigned technical issues.
  • Serves a key integration management and project execution role in ensuring that the Laboratory is available to support the Hanford cleanup mission. Employs experienced vision to execute appropriate improvements and upgrades needed for ongoing and sustained safe, compliant, and efficient operation of the Laboratory. Assembles and leads cross-discipline teams.
Requirements

Minimum Qualifications:

  • Bachelor's degree (BA/BS) in related field (Project Management, Construction Management, Engineering, or other project related discipline) and 8 or more years of related experience, or an equivalent combination of relevant work experience and education.
  • Proven experience integrating company goals and commitments and developing execution plans that align with the Performance Evaluation Management Plan (PEMP) and Earned Value Management System (EVMS) rules of performance.
  • Must possess strong interpersonal and communication skills. Must be able to clearly, concisely, and comprehensively communicate, both orally and in written material, with a diverse group of people including field personnel, peers, management, subject matter experts, customers, regulators, and stakeholders.

Preferred Qualifications:

  • Demonstrated experience developing and executing a portfolio of DOE order 413.3 projects, with project tracking, variance reporting, change control, and integration with Contract baseline.
  • Must be versed in strategic and tactical planning; preparing and implementing action plans; motivating diverse groups of people; understanding and meeting or exceeding management, customer, and stakeholder expectations; analyzing and resolving complex technical and management problems; identifying trends and needed process improvements. Must understand how to effectively implement significant changes to facility equipment and administrative processes. Must understand application of risk and resource management techniques.
  • 15 years of nuclear facility experience. 5 years of experience with project portfolio management.
  • PMP Certification.
  • Knowledge of MS Office, Adobe Acrobat, software.
  • Ability to understand and interpret various electrical and mechanical documents, blueprints, drawings and schematics.
  • Detailed understanding of facility processes, systems and equipment.
  • Project Portfolio development of Corrective Maintenance and Facility Improvement projects including expense corrective maintenance projects, General Plant Projects (GPPs) and Capital Line-Item Projects with development of: Project related Work Breakdown Structure (WBS), contract and life cycle schedules and budgets, DOE funding request strategies and scheduling/integration of supporting information into the PMB.
  • Ability to solve emergent and long-term problems immediately and in the long-term. The position requires the ability to analyze a situation, determine the best course of action, assemble the required resources, give direction, and follow through according to applicable policies and procedures. Innovative approaches to problem-solving and seeking continuous improvement is paramount to success in this position.

Annual Salary Range (based on full-time 40 hours per week)

Grade 18: $104,175 - $131,425

Grade 19: $111,588 - $140,663

Grade 20: $122,813 - $154,838

Grade 21: $135,188 - $170,463

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate's education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
