Natrona County is Hiring a Building Official Near Casper, WY

SUMMARY:

Reporting to the Director of the Development Department, this position provides professional analysis and comprehensive building plan reviews. The Building Official interprets and applies building, plumbing, and mechanical codes, administers inspections to ensure compliance with adopted building codes, local ordinances, resolutions, rules, and regulations. This position is also responsible for managing the contractor-licensing program and Natrona County Development Board of Appeals. The Building Official supervises assigned divisional staff to include the building inspector’s and permit technicians.

ESSENTIAL FUNCTIONS:

  • Supervise building inspection functions of the Development Department. Direct, train, and supervise the work of others as assigned
  • Performs professional and comprehensive building inspections, consults with architects, engineers, developers, and Natrona County citizens to ensure project compliance with Natrona County building regulations, and interprets and applies building, plumbing, and mechanical codes.
  • Reviews buildings and construction to ensure compliance with adopted County code.
  • Provides oversight of County contractor licensing program and Natrona CountyDevelopment Board of Appeals, including the preparation, creation, and dissemination of agendas and staff reports.
  • Performs all duties and responsibilities of Development Coordinator , Building Inspector, and/or Planning Department in her/his absence.
  • Supervises, coaches, trains, mentors, and evaluates Building Inspector and Development Coordinator positions.
  • Issues permits and maintains data and records associated with building plans.
  • Manages all inspection activities, including the collection of development and permit fees.
  • Assesses appropriate sewer and water capacity fees and permit fees.
  • Ensures construction is per flood hazard protection ordinance.
  • Serves as Americans with Disabilities Act (ADA) Coordinator to ensure all structural and building conditions remain compliant.
  • Provides exceptional internal and external customer service.
  • Reports and documents concerning assigned projects; conducts meetings with departmental clients regarding recommended conditions and application processing; prepares and reviews staff reports and completes projects as assigned
  • Ensures requested information is provide to all state and federal agencies
  • Prepares written and oral reports for presentation
  • Advises the public about laws and regulations impacting building and about the federal, state and local permit processes.
  • Conducts field investigations and inspects sites for compliance with federal, state and local regulations.
  • Operates and maintains electronic tracking of current permits, planning and code compliance cases.
  • Analyze and interpret related planning legal documents; locate and read property descriptions
  • Use appropriate computer software in the preparation of presentations, reports, graphics, displays, and maps
  • Performs other duties as assigned or required.

NONESSENTIAL FUNCTIONS:

  • Promote effective communication
  • Serve on various boards and committees as appointed or assigned
  • Maintain workspace, vehicle, and materials in a professional manner.

MINIMUM QUALIFICATIONS:

  • Possess and Maintain a Wyoming driving license and be insurable with Natrona County
  • Bachelor’s Degree in engineering, architecture or related field preferred; and
  • Two (2) years experience as a building inspector; and
  • Two (2) years professional work experience in general contracting; OR an equivalent combination of education and experience;
  • International Code Council (ICC) CBO certification required (or obtain in 18 months), and Building, Mechanical, and/or Plumbing Inspector certifications required

Examiner and Building Official certifications preferred.

WORKING CONDITIONS:

Office within Natrona County Development. The Building Department is approximately 5 team members with typical office furnishings and equipment; Inspections/site visits throughout county; intermittent busy and loud environment both inside and outside; communication via phone, electronically, and in person; interaction with customers and staff, and volunteers; off-site training.

PHYSICAL & MENTAL DEMANDS:

1. Approximately 80% of the time, driving and conducting onsite inspections.

2. Access and move files, office supplies, and equipment; move up to 25 pounds.

3. Access all aspects of a construction site including but not limited to; climbing ladders, roof tops, flights of stairs, under homes, under trailer homes, and mechanical spaces

4. Meet deadlines; solve problems independently and/or with others to meet deadlines.

Job Type: Full-time

Pay: $70,299.00 - $87,874.00 per year
