Native American Rehabilitation Association is Hiring a Data Scientist Near Portland, OR

POSITION SUMMARY:

NARA NW is seeking a Data Scientist who will work with other Data Analysts and Report Writers and be considered a subject matter expert within NARA NW. The person will need to conceptualize, design, create, implement, and maintain a data management system. The new data management system will capture relevant data from Electronic Health Records (EHR) and other sources enabling the Data Analysts and Report Writers to produce reports concerning all program metrics. The Data Scientist, working with the enterprise architect, will review data sources in existing databases, warehouses, portal systems and EHR data metrics at NARA NW to build the new integrated reporting system. The Data Scientist will work closely with senior leadership, department chiefs, program directors, managers, and architects to understand their needs to best design the new system. The dashboards, data, tools, presentations, and analyses generated by the Data Scientist will focus on healthcare, behavioral health, social determinants of health, policy and operations and will be used to report to federal, state, county, and local grantors, as required by NARA NW’s contracts and grants. Other initiatives, ad hoc data reports for multiple stakeholders, and internal policy and program decision-making reports will also be generated by the Data Scientist. The position develops advanced analytics using agency-approved enterprise data tools and programming languages and requires in-depth and specialized subject-matter expertise of medical, pharmacy, dental, eligibility and provider claims data.

ESSENTIAL JOB DUTIES:

  • Conceptualizes, designs, creates, and implements a data warehouse schema and ETL process that integrates disparate data systems.
  • Communicates information in digestible and accessible ways both orally and in writing, including creating and maintaining rich interactive visualizations which integrate various reporting components from multiple data sources.
  • Documents all data reporting and collection processes and procedures.
  • Creates, develops, and maintains dashboards as requested by senior leaders. Simplifies complex data for presentation to senior management and key stakeholders.
  • Assists Data Analysts and Report Writers in understanding how to extract critical metrics from the data warehouse and meet organization reporting timelines.
  • Implements data collection methods that are aligned with the organization’s community work.
  • Builds models and analyzes data to reveal trends and patterns to address business opportunities to drive business performance; investigates and communicates areas for improvement in efficiency and productivity.
  • Understands health care operations workflows, both onsite and cloud-based.
  • Protects protected health information (PHI) in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) & 42 CFR Part 2 (Substance Abuse).
  • Possesses great attention to detail, multi-tasking skills and the ability to work independently.
  • Acts professionally with a passion for assisting others and solving problems.
  • Meets performance standards set by supervisor.
  • Contributes to awareness of cultural sensitivity, awareness, and competency.
  • Completes all organization required training.
  • Works across functional teams to identify opportunities for leveraging company data to drive business solutions.
  • Builds processes and tools to monitor and analyze model performance and data accuracy.
  • Stays up-to-date on the latest data science and big data techniques, technologies, and protocols. Researches and recommends new data toolsets for analytics, warehouse, and visualization.

QUALIFICATIONS:

  • Bachelor’s, or Master’s degree in mathematics, Economics, Computer Science, Information Management, Statistics, or related field. Master’s degree is preferred.
  • Proven experience as a data scientist or in a similar role.
  • Extensive knowledge of data warehouse schema architecture.
  • Technical expertise regarding data models, database design, data mining and segmentation.
  • Broad understanding of clinical healthcare reporting and analysis.
  • Strong SQL proficiency and other commonly used data analytical tools.
  • Experience using SharePoint and Office applications to report and summarize data in HTML or JSON formats. Ability to produce clear, meaningful information and to present that information effectively.
  • Practical experience in statistical analysis using statistical packages (Excel, R, SPSS, SAS).
  • Strong analytical skills including collection, mining, evaluation, analysis, and visualization to disseminate significant amounts of information with attention to detail and accuracy.
  • Familiarity with project management approaches, tools, and phases of the project lifecycle.
  • Strong leadership and negotiation skills with business and technical groups.
  • Demonstrated ability to build consensus among disparate stakeholders.
