National Park Service is Hiring a Civil Engineer Near Tupelo, MS

This Position is located in Natchez Trace Parkway, in the Facility Division.

Qualifications:

All qualifications must be met by the closing date of this announcement-01/22/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40 hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC REQUIREMENT: Degree: physical science, engineering, or mathematics that included 24 semester hours in Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

Have Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The 'paragraph B' method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A. years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula above are not all inclusive.)

In addition to meeting the basic requirement, you must also possess the specialized experience for the position.

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: provide advisory services on conventional engineering activities and concerns; assisting with engineering project requirements and priorities; monitoring engineering project activities and reporting results . You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years. The agency has the option of extending the term appointment, up to a maximum of 10 years from the date of appointment. Such extensions are not guaranteed nor an employee entitlement

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

This term position is located at the Natchez Trace Parkway Headquarters in Tupelo, MS. incumbent is to perform work in engineering analysis, planning, design, construction and inspection, construction and maintenance contract administration, surveying and mapping, and environmental compliance inspection and documentation for projects within the Natchez Trace Parkway. The incumbent will work under the direction of the Natchez Trace Parkway Civil Engineer and the Supervisory Facility Manager.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is considered by the organization as well qualified. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
