National Park Service is Hiring an Interdisciplinary - Water Rights Specialist/Policy Analyst Near Fort Collins, CO

SummaryThis Position is located in Natural Resources Stewardship and Science, in the Natural Resources Stewardship and Science Division. The incumbent is involved in all Branch activities and is responsible for leading and participating in water rights acquisition and protection projects.

Duties
The major duties of the Interdisciplinary - Water Rights Specialist/Policy Analyst position include, but are not limited to, the following:
  • Position supports Branch water rights projects Service-wide as a water rights specialist and provides guidance to parks regarding acquisition, disposal, and caretaking of water rights in support of the NPS mission. Assembles, summarizes, and compiles substantive information including statutes, DOI and NPS regulations and orders, commentaries, legal instruments, and other reference-material in support of numerous water rights actions.
  • Researches official water rights records in Water Commissioners' and Water Masters' offices and other historical places of recordkeeping
  • Examines water rights, land ownership and other records for the purpose of assessing the validity or certainty of rights, and creating or updating NPS water rights dockets. Examines water right legal notices and water development proposals in or near parks and determines if these actions fall within the scope of NPS concern.
  • Provides policy review and input on water rights issues in NPS planning and external documents. Assesses relevant federal, Department of Interior, and NPS Policy, Director's Order, Agreements, and state policies, statutes, regulations, and case law, and develops recommendations for protecting NPS water-related resources and property.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
QualificationsAll qualifications must be met by the closing date of this announcement-06/04/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40 hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
You must meet one of the following Basic Requirements in order to be eligible for this position:
General Natural Resources Management and Biological Sciences Series 0401:
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.--OR--
  • Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
General Physical Science Series 1301:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. --OR--
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Hydrology Series 1315:
  • Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. --OR--
  • Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
  • AND -
To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: Participating in or leading water rights acquisition and protection projects of considerable scope and complexity, and leading water rights examination projects. The incumbent is responsible for conducting water law reviews and water rights examinations in support of the Service wide water-rights program. The incumbent coordinates water rights analyses and litigation support activities with the Office of the Solicitor and Department of Justice. The incumbent also provides advice to park and regional . You must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

  • 575.102 is not eligible for a recruitment incentive.
A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The position is mostly sedentary office work but may include field investigations requiring considerable walking and climbing over rugged terrain. Travel is required.
Working Conditions: The work is performed in an office setting and at field sites and requires travel in various modes of private, government, and commercial vehicle
