The Subcontract Manager will be accountable for all NASK U.S. Government subcontracts, internal analysis, and reporting. The ideal candidate will be familiar with the U.S. Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). The ideal candidate will possess familiarity with U.S. Government Cost-reimbursable, Fixed-price, Time and materials, and Labor-hour contracts, including fee and incentive fee contract types. The ideal candidate will also possess excellent business acumen and strong analytical and problem-solving skills.
The Subcontract Manager will:
- Provide subcontract support, requiring experience with cradle-to-grave subcontract issuance and administration for various CR, FFP, T&M, Award Fee, and IDIQ Government (FAR/DFAR) contracts;
- Perform RFP analysis, subcontract negotiation, subcontract writing, subcontract administration, and close-out;
- Issue RFPs and write price/cost analyses;
- Ensure overall subcontract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws;
- Review subcontractor/vendor invoices for accuracy;
- Assist in the pricing of labor, travel, and materials for various types of contracts and proposals;
- Ensure compliance with contractual requirements and NASK policies and procedures;
- Perform proposal and performance financial risk assessments, analysis, and recommend mitigation approaches;
- Maintain frequent interaction (written, oral, and face-to-face) with other contracts staff, functional peers, management, and customers;
- Actively participate in internal and customer meetings and reviews;
- Work independently on complex assignments while also performing as an effective member of an integrated team; and
- Perform other duties as assigned.
Qualifications:
- 5 years’ subcontracts experience or 8 years prime contract experience
- Top Secret clearance
- Bachelor’s Degree in Business or a related field from an accredited university
- Ability to work on-site in Dayton, OH, both independently and as part of an integrated team
- Expertise in Microsoft Tools
- Experience with Deltek Costpoint
- Strong familiarity with U.S. FAR, DFARS, and regulatory requirements related to contracting
- Strong familiarity with contractor financial implications associated with U.S. Government Cost-reimbursable, Fixed-price, Time and materials, and Labor-hour contracts, including award fee and incentive fee
- Excellent business acumen and strong analytical and problem-solving skills
- Demonstrated ability to identify contract risk analysis and recommend mitigation approaches
- Excellent ability to address multiple, diverse issues simultaneously, applying appropriate priorities
- Outstanding written and oral communication skills and presentation skills
- Strong work ethic, with a commitment to ensuring deadlines are met, with a high degree of quality
- Strong time management skills, ensuring tasks are executed efficiently
Preferred Qualifications:
- Master’s degree in a related field a plus
- Prior Federal Contracting Officer, Contract Negotiator, APDP Certification, or National Contracts Management Association (NCMA) certifications would be considered a plus.
