Overview

Na Ali'i is looking for a Senior Contracts Manager, Proposal & Pre-Award to serve as a Deputy for Director of Contracts & Procurement and will support complex contractual issues and address/advise Executives and other Directors. Acts as department SME for proposals, Organizational Conflict of Interest, and other contractual matters. 

Responsibilities

Capture Support:

  • Lead or conduct market research to identify prospective vendors. Instruct C&P and BD teams on effective market research methods. Create and maintain a vendor database
  • Oversee and manage the preparation and sending of all RFPs and RFQs to prospective subcontractors and vendors in a way that promotes efficiency and ensures adequate competition and documentation/justification of selection. Conduct or lead the evaluation of subcontractor proposals.
  • Implement processes for subcontractor vetting; educate and train involved parties on appropriate checks and considerations for proposed subcontractors (e.g., business size or socio-economic category; Cyber Maturity Model Certification (CMMC) compliance; accounting system supports the contemplated subcontract type; OCI check; assurance of compliance with Service Contract Act (SCA) or Davis Bacon and Related Acts (DBA/DBRA) requirements as applicable)

 Proposal Support:

  • Have primary responsibility for reviewing solicitations and Nakupuna submissions for risks and contractual compliance requirements
  • Ensure compliance with solicitation requirements; provide subject matter expertise to executives and business development and proposal team
  • Review and negotiate pre-award agreements (NDA, TA)
  • Refine and implement existing templates and develop new templates for subcontractor solicitations and data calls. (subcontractor RFP/RFQ)
  • Lead or participate in proposal color team reviews
  • Lead or participate in negotiations with Customer

 Post Award Support:

  • Kick-off shared services ramp-up/coordination for imminent awards; facilitate smooth transition/handoff to the CM managing the contract once awarded
  • Direct and oversee negotiations by junior members of the C&P team
  • Manage active prime contracts and serve as the counterpart for our Government KO

Organizational Conflict of Interest Oversight:

  • Has primary responsibility for reviewing solicitations and subsequent Nakupuna submissions for Organizational Conflict of Interest (OCI) considerations
  • Develop and deliver comprehensive Organizational Conflict of Interest training to business development team
  • Establish, maintain, and enforce a process and system to screen for OCI

Qualifications

Skills/Qualifications: Leadership, People Management, Project Management, Requirements Analysis, Strategic Planning, Self-Motivated and Self-Monitoring, Exceptional Oral and Written Communications, Technical Expertise, Problem Solving, Data Modeling, Multi-tasking. Proficiency in Microsoft Office applications with emphasis in Word, Excel, Outlook, and on-line search engines required.

Education and Experience:

  • This position requires a bachelor’s degree from an accredited institution.
  • 15 years of professional experience with direct contracts management in the federal market
  • Strong knowledge of FAR, DFARs, and Public Law
  • Familiarity with Costpoint CMS is a plus

Certification: CFCM or CPCM certification is preferred.

Clearance: Not required but must be able to obtain security clearance, if requested. Must be a U.S. citizen.

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift or carry objects up to 25 pounds without assistance.
  • Ability to use stairs and or walk at an incline without assistance.
  • Ability to perform repetitive or forceful motions with the hands, wrists, and fingers including frequent bending, raising arms, twisting, and bending neck.
  • Ability to engage in and follow audible.
  • Ability to sit or stand for prolonged periods at a desk, working on a computer.
  • Ability to lift, carry, reach (above chest or below knee), kneel, crouch, twist, bend and climb a step stool/ladder (items may include but are not limited to supplies and other materials)
