We are seeking two highly experienced and knowledgeable Management Analysts to join our team and support our government contracting operations.Job Summary: The Management Analyst will provide support services to satisfy the overall operational objectives of the National Institute of Health. The individuals will perform a variety of actions from HR, budget, resolution of outstanding obligations, develop/review/update Standard Operation Procedures checklist, travel, procurement, acquisition, etc. Many duties can be performed via telework, however not all, and on-site support will be required (examples include but are not limited to): Onboarding, offboarding, assisting with events, etc.Responsibilities:
  1. Provides analysis and advisory services regarding management functions.
    1. Facilitate business process improvement activities, to include documenting as-is processes, gathering to-be requirements and validating capture with staff.
    2. Analyze information requirements to develop reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
    3. Conduct in-depth analysis of all facets of operations, document areas for improvement, research improvement methodologies and recommend course of action.
  2. Prepares reports in the areas of budget, procurement, HR, travel, etc.
    1. Work with Administrative personnel on a variety of packages, actions, in compliance with DHHS, NIH, and NIMHD policies, procedures, etc.
    2. Prepare detailed reports based on research and findings and present at meetings and briefings.
    3. Review staffing data for gaps in knowledge, skills, and abilities necessary to conduct operations.
    4. 1st level review. Review submitted packages for compliance and to provide constructive feedback/guidance to assist the submitter in learning the process and improve subsequent submissions.
  3. Prepares a variety of management and administrative studies to analyze and evaluate internal procedures, policies, processes, and systems for the purpose of improving efficiency.
    1. Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative controls and systems.
    2. Document findings of studies and prepare recommendations for implementation of new systems, procedures, and organizational changes.
    3. Analyze data gathered and develop solutions or alternative methods of proceeding.
    4. Review policy, regulatory and legal requirements for operation and document gaps and propose corrective actions.
  4. Prepares reports and presentations for meetings.
    1. Capture meeting minutes and prepare final documentation for distribution to participants.
    2. Present information and status updates on projects and studies ongoing within the organization.
    3. Assist staff prepare briefing and presentation materials for presentation at meetings.
    4. Draft reports for review and discussion at working groups and meetings.
  5. Researches and suggests developing areas of management policy.
    1. Documents performance shortfalls and recommends corrective actions.
    2. Assess organization and design performance measurement and evaluation tools and tactics to document and track performance over time.
    3. Measure operational and program performance against government performance requirements and develop reports and present findings to upper management.
    4. Conduct formal evaluations for operations and performance and prepare reports and dashboards.
  6. Reviews and comments on new or proposed changes to existing policies, procedures, or systems.
    1. Research and analyze new government policies and regulations that may impact operations and propose actions to ensure operational compliance.
    2. Conduct assessments of standard operating procedures (SOP) and prepares recommendations for improvement.
    3. Evaluate operations against standard operating procedures (SOP) and document gaps or inconsistencies in performance.
    4. Assess business strategies and operating plans for consistency with variety of institutional, governmental and industry standards and best practices and draft reports for upper management.
  7. Reviews policy and regulation that governs the activities performed in the program.
    1. Review business, operations and program plans for consistency and compliance with institutional and governmental policies.
    2. Research and review institutional policies applicable to operations.
    3. Draft policy statements and present to upper management as requested.
    4. Draft policy documentation for review by upper management.
  8. Performs in-depth analysis and statistical comparison of organizational data and information.
    1. Use variety of database and data repository software and applications available to search, retrieve and export business and performance data.
    2. With assistance from data analysts, write queries and packages to conduct deep analysis of business data and prepare advanced reports and technical findings documentation.
    3. Conduct in-depth comparative analysis of organization against federal agencies and similar industry organizations to baseline performance and efficiency.
  9. Assist financial managers prepare annual appropriated budget requests.
    1. Research and recommend actions and inclusions to ensure compliance with annual budget request regulations and laws.
    2. Conduct comparative analysis of organizational spending over time and design time series reporting.
    3. Write narrative justifications for annual budget requests based on financial manager inputs and requirements.
    4. Budget process is being rolled out to the Administrative Services Branch. As this is a new process it will require a high level of budget experience to facilitate the transition of this to the new area, support to customers, and develop skills within the team as well as processes, SOPs, guidelines, and identify systems to facilitate this transition.
  10. Conduct workforce studies and provide in-depth analysis and reporting.
    1. Assist in developing recruiting strategies to meet emerging knowledge, skills and abilities requirements.
    2. Assess recruiting and hiring practices for efficiency and effectiveness and report results.
  11. Mentor and train junior management analysts.
    1. Monitor trends and research by management associations and academic institutions and develop job aids, instruction, and other materials to support management analysts.
    2. Coordinate with other senior management analysts to review and standardize practices and procedures to ensure quality and outcomes.
    3. Facilitate meetings/events in areas the individual is not a SME to facilitate knowledge cross sharing and support of the team model.
Basic Qualifications:  
  • Bachelor’s degree in business management, Human Resources and Personnel Management, Marketing, Communications, Psychology, etc.
  • Experience with SharePoint, MS Office, WebEx, ZOOM, MS Teams, ITAS, Adobe Acrobat, NIH Enterprise Directory, and Concur
  • Familiarity with NIH processes.
Preferred Qualifications:
  • Experience supporting National Institute of Health
  • Experience with expense reconciliation, project management/planning, timekeeping, and fellowship program management
  • Website content management experience
  • Experience with recording meeting minutes/summary reports
  • Experience with executive level support
  • Meeting coordination, travel planning, data analysis, calendaring, scheduling, and budget experience
  • Knowledge of the Federal Travel Regulation
