    Required Qualifications:
    • Two-year associate degree in business related field plus four years experience in human resources, payroll, benefits, or accounting or equivalent of education and experience.
    • Previous experience in payroll processing preferred.
    Knowledge, Skills and Abilities:
    • Ability to provide a high level of customer service to District employees.
    • Ability to maintain the security and privacy of all information, transactions and discussion of sensitive payroll/human resource topics.
    • Knowledge, skill and ability to effectively support information requests in a timely and accurate manner based on an accurate, complete understanding of the District’s bargaining agreements.
    • Ability to work independently with little work direction.
    • Ability to communicate effectively both orally and in writing.
    • Ability to establish and maintain cooperative and effective working relationships with others.
    • Ability to learn, apply and explain district payroll and benefit plan policies, procedures, rules and regulations.
    • Ability to train employees enabling them to utilize new processes and software.
    • Ability to accurately and efficiently assemble, maintain and prepare data for reports.
    • Ability to answer telephones and greet the public courteously.
    • Ability to complete work with many interruptions.
    Responsibilities:
    • Performs the processing of payroll, distribution of checks, and reconciliation of related records to ensure timely accurate and conformance with internal control guidelines and Federal and State regulations for payroll reporting requirements.
      • Accurately updates and enters payroll records by reviewing and entering payroll change information, exemptions, status changes, deductions and pay/compensation information.
      • Upload data into the finance software, including verifying paycodes and pay rates for accuracy. Works with Human Resources as needed, to address discrepancies and make corrections.
      • Calculates and pays federal and state tax withholding deposits within the required timelines. Creates and files quarterly and yearly federal and state payroll reports.
      • Prepares and maintains 403b enrollments and enters 403b enrollments
      • Enters flex enrollment information, union dues and other payroll related items, as needed.
      • Processes and completes wage garnishment information by completing required forms and adjusting payroll information, as needed.
      • Works with Human Resources, on payroll deductions items including but not limited to pay reductions, unpaid leaves and other types of approved reductions.
      • Maintains and updates the payroll schedule and turn around schedule for each payroll.
      • Processes and makes changes to payroll based on information provided by Human Resources.
      • Enter W-4 information and direct deposit information for new hires or as changes are made.
      • Process payroll, including the Automatic Clearing House (ACH).
      • Creates and processes accounts payable payroll related items after each payroll issue and wire necessary payments. Processes and creates check requests for payroll invoices generated each payroll. Verify accounts payable amounts and tie out accounts.
    • Communicate regularly with employees, Human Resources, and vendors to resolve issues related to payments and compensation, Federal and State income tax withholding, social security, and retirement plans; research issues and communicate results to individuals involved.
    • Preparation of semi-monthly, quarterly, and annual Federal and State payroll tax returns, W-2’s and related information. Interpret laws, monitors and assures compliance with Federal and State regulations and payroll reporting requirements. Trains and collaborates payroll procedures with payroll department staff. Recommend new or modified procedures, which will contribute to more effective and efficient application of available resources.
    • Assists in preparation for negotiations as needed by preparing materials, research, and participation in negotiation planning sessions.
    • Prepares responses, providing support to finance and human resources with audit requests and other required reporting requirements.
    • Other related duties as assigned.
