Location : Annapolis Junction, Maryland, United States MOSAIC is seeking an Acquisition Policy Specialist in the Annapolis Junction, MD area.

Job Responsibilities :

  • Support MOSAICs senior acquisition manager to proactively review, update, or develop drafts of acquisition instructions, guidelines, guidebooks, manuals / user guides, and templates for government approval
  • Review and analyze new acquisition statutes, regulations, policies, DoD issuances and guidelines, and provide an assessment (within 30 days) on the future impact to (1) client acquisition organizational structure, and (2) client programs, business systems, and acquisition of services
  • Track the cost, schedule, and performance of data of 66 client programs held in the clients management information decision support system in a SharePoint repository
  • Provide an unbiased assessment of the status of programs, business systems, and acquisition of services and the overall acquisition structure on a weekly recurring basis.

Minimum Requirements :

  • Ten (10) years of DoD Acquisition experience
  • Three (3) years of experience analyzing and interpreting statutes impacting acquisition at the Service / Component level
  • Master's Degree in Business, Engineering or Information Technology

Preferred Special Qualifications :

  • DAWIA Acquisition certifications
  • Familiarity with SharePoint is a plus

Location : Annapolis Junction, Maryland, United States MOSAIC is seeking a Business Process Engineer who will support a prime contract in the Annapolis Junction, MD area.

This role will be responsible for assisting the customer in organizational transformation of customer to support Enhanced Budget control and mission :

  • Document the "As Is" status of the organization to include PPBE and Funds Control and Management Processes / staffing
  • Define the desired "To Be" organization structure and staffing needed of both the customer and each sub-component
  • Documents and maintain PPBE and Funds Management policy and guidance
  • Documents and provides PPBE Training of Sub-Command Staff and funds management training for the program staff
  • Develops and maintains PPBE Calendar and associated Taskers
  • Develop and maintain PPBE and Funds Control Management process checklists
  • Stand up a "Funds Apportionment Office" and related financial controls associated with Funds Control and Management
  • Report and track sub-component PPBE tasks (i.e. completion of each step in the PPBE process)
  • Determine a process and resources needed to properly receive, document, staff, approve, and maintain requirements for capabilities previously received & resourced by the Subcomponents
  • Determine reporting requirements to support Enhanced Budget and Control of the PPBE process and Funds Management

Position Overview :

This position supports the Program and Analysis Division. New directives may result in new programs and may require Enterprise Business Transformation expertise, including Lean Six Sigma and process Change Management Methodologies to assist in the transformation of the DoD organization.

In support of organizational change management and business process reengineering (BPR) support, the candidate shall provide the following Organizational Change Management support :

  • Work with Sr. Leadership to determine organizational change requirements assessing and improving budgetary processes to drive innovation
  • Work closely with the Program Analysis to identify best practices in designing opti
  • Assist in developing an organization design to support the customer as a unified group
  • Assist in developing and implementing strategies, plans, and tools for accelerating adoption of change, increase proficiency and embed behaviors needed to sustain the change
  • Develop strategic communication and outreach plans to reach internal and external stakeholders with targeted messages
  • Assist with the BPR and business transformation teams to integrate change management activities
  • Define change adoption success metrics and measure and monitor change progress
  • Develop and communicate policies, processes, procedures, and other information

Minimum Requirements :

  • Masters degree and 10 years of experience in Business Process Engineering or Enterprise Business Transformation expertise, including Lean Six Sigma and process Change Management Methodologies (OR) a Bachelors degree with 13 years experience, (OR) AS or HS Diploma and 16 years of experience.
  • Strong experience with PPBE, POM and federal government processes
  • Must have Organizational Change expertise
  • Excellent verbal, written and interpersonal communication skills
  • Detail-oriented, organized, and self-motivated
  • Active TS / SCI with Polygraph is required

Preferred Special Qualifications :

  • Knowledge of organizational structure of DoD Combatant Commands is a plus
  • Working knowledge of Microsoft Visio (or similar application), MS SharePoint, MS Project
  • Defense related organization change management coursework
  • Certification in Lean Six Sigma or other change management reference models / standards
  • Masters degree in Business or Business related is desired
  • Have over 10 years of BPR experience, typically performing the following kinds of functions :
  • Researches, analyzes, and recommends improvements to DoD or similar organization's business processes to improve overall organization performance.
  • Produces studies based on operational and performance data to identify trends and opportunities for organizational improvement.
  • Develops project plans to communicates changes and training to impacted business units.
  • Provides strategic advice, technical guidance and expertise to senior executives
  • Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions
  • Experience with DoD Agency, COCOM, and service organization structure and operations
  • Knowledgeable about Joint Staff Organization roles
  • Familiarity with PPBE and Program Objective Memorandum (POM) processes
  • Experience leading risk management activities
  • Working knowledge of Microsoft Visio (or similar software applications)
  • Excellent verbal, written, and interpersonal communication skills
  • Detail-oriented, organized, and self-motivated
