Our human resources team at Morning Star is seeking a specialist to support our staff in providing care, empathy, and a commitment to helping our kids ages 6-13 grow and learn.
Who We Are We are a dedicated team passionate about providing support for vulnerable youth who have experienced significant adversity and trauma in their lives. Our Behavioral Rehabilitation Services (BRS) program is on the South Hill in Spokane, WA is home to up to 23 kids between 6-13 years, and we have been supporting youth since 1957! Our outpatient facility is located in downtown Spokane and provides counseling services to the community.

Job Summary: The Human Resources Specialist will provide high-level administrative support to the Director of HR and will play a crucial role in welcoming and integrating new employees into our organization. Performs a variety of administrative duties and skilled tasks, including recruiting, hiring, training, and onboarding tasks, collecting data, creating reports, filing, and data entry.

•Maintain professional conduct and confidentiality in all department matters in compliance with Health and Human Services, Health Insurance Portability Accountability Act (HIPAA) compliance and meet requirements of all other county and State Agencies
•Responsible for recruiting, including, but not limited to, posting positions, reviewing applications, phone screening, scheduling interviews, employment verifications, and reference checks.
•Ensure compliance with background check requirements per licensing and insurance.
•Assist with interviewing.
•Responsible for the development of and providing new hire training/onboarding that meets or exceeds licensing and contract standards.
•Continuously evaluate and improve the onboarding process to enhance the new hire experience and streamline onboarding procedures.
•Partner with various departments, including IT, facilities, and hiring managers, to ensure a smooth and coordinated onboarding experience for new employees.
•Develop and maintain training in the LMS system.
•Tracks and ensures completion and compliance with all training, including annual training requirements.
•Collaborate with department managers and directors to identify training needs for new hires and coordinate training sessions as needed to support their development and integration into their roles.
•Responsible for ensuring staff training requiring renewal certification is scheduled and completed.
•Assist and provide backup for payroll, employee relations, and workman's comp claims.
•Other duties as assigned by the Director of HR or Executive Director.

•At least 21 years old.
Education and Experience: - A bachelor's degree in human resources or a related field OR
- An associate degree in a related field and a minimum of 1 year of Human Resources experience, OR
- High school or equivalent and 3 years of consistent Human Resources experience.
- HRCI or SHRM certification preferred.
