Job Description
The Department of General Services seeks a highly skilled and experienced manager to directly supervise senior project managers including professional engineers and architects to implement the County's building/facility infrastructure six-year Capital Improvements Programs.
The employee will be responsible for budget and schedule control of numerous multimillion dollar construction and professional services contracts. The employee must be thoroughly familiar with the legal aspects of the architectural/engineering planning, design and construction process.
The employee will also be responsible for: producing clear and concise public solicitations for capital projects including Requests for Expression of Interest (REOI), Requests for Proposal (RFP) and Invitations for Bid (IFB); developing contract change orders and amendments; performing comprehensive review and analysis of Critical Path Method (CPM) schedules; conducting Value Engineering reviews; conducting staff resource analysis to maximize staffing assignments; conducting comprehensive construction claims analysis and recommendation, and; conducting dispute resolution and support to senior management. The employee must have thorough knowledge of; construction methods and materials, Construction Specifications Institute (CSI), American Association of State Highway & Transportation Officials (AASHTO), American Society for Testing & Materials (ASTM), and International Code Council (ICC)), and must have knowledge of the public procurement of professional and construction services. Knowledge of, or the ability to rapidly acquire knowledge of, Montgomery County Procurement Regulations is preferred. The employee must also have excellent oral and written communication skills, including the ability to develop technical specifications.

Minimum Qualifications
Experience: Five years of progressively responsible professional experience in the field of engineering or architecture, capital project management, and the management of professional and non-professional staff.
Education: Graduation from an accredited college or university with a bachelor’s degree.
Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.
Preferred Criteria
There are no preferred criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered interview.
