Montecito Bank & Trust is seeking a full-time BSA Analyst to join our Risk and Compliance department. The BSA Analyst will deliver a World Class Experience by overseeing BSA operations within a designated area of responsibility. Responsibilities include the processing of regulatory documents before prescribed deadlines and ensuring Bank compliance with various financial institution regulations via direction and training of BSA staff.

Minimum Requirements, Activities, & Responsibilities

Education and Experience: 

  • A college degree (BS/BA), equivalent, or significant related work experience required.
  • Three years to five years of experience in BSA/OFAC, security operations, and/or fraud prevention required.
  • Three years to five years of legal and regulatory compliance experience required.
  • Previous supervisory experience preferred.
  • Certified Anti-Money Laundering Specialist (CAMS) or actively pursuing such a similar designation preferred.

Essential Functions:

  • Conducts periodic reviews of daily work from BSA staff by random sampling to test for accuracy, timeliness, and completion. Reports results and procedure changes to management.
  • Provides recommendations/guidance to other departments regarding any detected BSA deficiencies. Reviews the AML/BSA function elements for compliance deficiencies prior to compliance audits and exams to determine areas to strengthen.
  • Maintains procedures for all employees and assists in the training process for staff.
  • Assists the BSA Officer and Assistant BSA Officer in preparing SARs and annual risk assessment.
  • Oversees pipeline for suspicious activity investigation, including the use of automated tools.
  • Supervises the process for responding to inquiries and information from front-line personnel about possible suspicious activity, and timely approval of Suspicious Activity Reports
  • Supervises the high-risk account monitoring process and oversees process for risk rating individual customers.
  • Reviews the Bank’s Customer Information Program (CIP), including making determinations on legal documents and other documentary evidence of clients’ identity.
  • Reviews business lines procedures on an annual basis to determine if they comply with CIP and other provisions of BSA and OFAC
  • Coordinates department responses to subpoenas/314 list/ FinCEN Records Search requests and 314(a) reporting; directly responds to all 314(a) and 314(b) inquiries (if applicable), escalates potential watch list hits, and oversee the preparation of required regulatory report.
  • Provides guidance to BSA Specialist(s) to ensure they receive ongoing training and development.
  • Other duties as assigned.
