Responsibilities:

MSTS is seeking a mid-level manager for the NNSS Fire Prevention program with experience in fire prevention code enforcement, fire investigation, code analysis/interpretation, field knowledge in performing comprehensive fire inspections. This Supervisor I position will work within NNSS Fire & Rescue to assist in the daily management of the fire prevention section, and work with other MSTS directorates on fire hazard analysis, and compliance with adopted codes and standards.


Key Responsibilities
  • Supervise individual contributors, including approving time, participating in performance evaluations, and participating in the selection process of new employees, etc.
  • Participate in the recruiting, selecting, orienting, and training of staff.
  • Follow company policies, procedures and directives.
  • Establish activity level work assignments and, or work projects.
  • Organize and supervise day to day operations, ensuring that schedules are kept.
  • Monitor performance against metrics and goals as established/approved by others.
  • Responsible for working within assigned budget.
  • Interacts daily with subordinates and frequent interaction with manager.
  • External interactions are primarily with vendors and, or customers.
  • May perform work of the same type as those being supervised, as well as, providing technical guidance.
  • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
  • Serve as the Nevada National Security Site (NNSS) Deputy Fire Marshal (DFM). The NNSS DFM assists the NNSS Fire Marshal with enforcing the Mission Support and Test Services, LLC (MSTS) Fire Protection Program.
  • Report to and receive direction from the NNSS Fire Marshal.
  • Ability to serve as Contractor Authority-Having Jurisdiction (CAHJ), in the absence of the NNSS Fire Marshal.
  • Assist in the approval and tracking of impairments to fire suppression and detection systems as a qualified impairment coordinator. Verify data is entered correctly into electronic database as part of DOE/HQ SAFER Program.
  • Assist the Fire Marshal with fire code interpretations; fire protection program/procedure development; fire protection assessments; fire/explosion investigations; and issuance of permits.
  • Assist the Fire Marshal with reviewing general service construction drawings; monitor inspection, testing and maintenance of installed fire protection systems; witness and accept newly installed fire protection systems.
  • Review fire protection equivalency and exemption requests and provide fire protection metrics.
  • Assist in the supervision of NNSS Fire and Rescue (F&R) Fire Prevention staff which includes three bargaining unit Fire Prevention Technicians/Firefighters and two full-time Fire Inspectors.
  • Assist in overseeing the safe and efficient inspection, testing and maintenance of the fire extinguisher program consisting of 4,000 fire extinguishers and self-contained breathing apparatus.
  • Conduct various management assessments in support of the fire prevention program to include community risk assessments.
  • Assist in the development of over 400 pre-incident plans for use by F&R emergency responders.
  • Participate in operational readiness reviews, develops Corrective Action Plans, and assists cognizant system engineers as required.
  • Participate in safe and efficient water re-supply activities during wildland firefighting efforts. Duties include deployment of assets to remote locations, equipment set-up, and aerial operations involving helicopters.
  • If qualified, may serve as a Fire/Emergency Medical Services cadre member within the NNSS Emergency Response Organization supporting drills, exercises, and real-world events.
  • Develop and track monthly training calendar for Fire Prevention personnel.
  • Demonstrate Mission Assurance (MA) leadership and consistently enforce policies and procedures. Implement applicable safety requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility.
  • Take immediate action to correct reported or observed unacceptable safety and health conditions and/or behaviors. Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely. Promote and actively participate in the MSTS safety concept. Support and encourage employee participation in MSTS safety initiatives.
  • Follow the direction of the F&R Executive Staff.
  • Perform other related work as assigned by the Fire Marshal.
Qualifications:
Required Minimum Qualifications:
  • Bachelors' degree or equivalent training and experience, plus a minimum of 5 years of related and progressively responsible experience.
  • State of Nevada, International Code Council (ICC), Pro Board or National Fire Protection Association (NFPA) certification as a Fire Inspector ll.
  • State of Nevada, International Code Council (ICC), Pro Board or National Fire Protection Association (NFPA) certification as a Fire Plans Examiner I.
  • State of Nevada, International Association of Arson Investigators (IAAI) or National Association of Fire Investigators (NAFI) certification in Fire Investigation certification or recognized equivalent.
Preferred Qualifications:
  • Bachelor degree in business or fire science.
  • Experience in emergency services, fire inspection, fire investigation, fire code interpretation, and enforcement activities.
  • State of Nevada, Pro Board or National Fire Protection Association (NFPA) certification as a Fire Officer II.
  • State of Nevada Fire Marshal certification or recognized equivalent.
  • Supervisory experience in emergency services, fire inspection, fire investigation, fire code interpretation, and enforcement activities.
  • NFPA Certified Fire Protection Specialist (CFPS) credential.
  • State of Nevada, International Code Council (ICC), Pro Board or National Fire Protection Association (NFPA) certification as a Fire Inspector III.
  • State of Nevada, International Code Council (ICC), Pro Board or National Fire Protection Association (NFPA) certification as a Fire Plans Examiner II.
  • Comprehensive knowledge of Department of Energy (DOE) orders and standards is preferred.
  • Knowledge of technical vocabularies and terminology common to the assignment.
  • Must possess excellent oral and written communication skills with proficiency in composition, proofreading, and grammar.
  • Ability to effectively deal with conflicting deadlines, frequent interruptions, and multiple tasks; must possess the ability to work under pressure with minimal supervision; and organize, prioritize, and schedule multiple activities and work assignments in a fast-paced emergency services environment.
  • Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted.
  • Must be able to obtain and hold a Department of Energy “Q” Clearance. Applicant selected will be subject to a federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program." Eligibility Requirements-To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, "Personnel Security.”
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
