Description

MIRACORP Inc. MIRACORP Inc.is a woman-owned firm specializing in federal government contract services and serves customers throughout the United States.

Position Summary:

Senior Advisor to MESC focusing on Industry engagement related to the IRA, stakeholder management for financial and corporate and advisory community on issues related to MESC Programs, including the MCC, Energy Communities, and other manufacturing and place-based incentives. Floating Advisor assigned to Front Office and in the Office of the Chief Strategy Advisor.

Responsibilities may include:

Business and Advisory outreach and POC on MESC programs

  • Engaging Business Industry and Business Industry Advisors to increase awareness and understanding of MESC incentive programs
    • Includes outreach and regular contact with industry and business organizations
    • Includes identifying speaking opportunities for MESC leaders and developing messages/talking points
  • Working with site selection practices within these entities to increase awareness and understanding of place-based incentives that MESC administers, including energy communities;
    • Incudes outreach, calls, meetings to ensure site selection leaders are aware of place-based energy incentives
  • Acting as MESC POC for the business and advisory communities on these issues

(25-30% time) Financial Community outreach and POC on MESC programs

  • Engaging with Financial sector entities and their advisors that are working with MESC on MESC programs;
    • Includes outreach and regular contact with financial community leaders, organizations
    • Incudes outreach, calls, meetings to ensure financial community leaders, organizations are aware of MESC programs
    • Includes identifying speaking opportunities for MESC leaders and developing messages/talking points
  • Acting as MESC POC for the financial sector community on these issues.

(10% time) Supporting General MESC outreach and strategy

  • In addition to working with Engagement Team on the Business and Financial Community outreach described above, support the team’s general outreach strategy to increase awareness of MESC programs across other sectors.
  • Includes work with general industry and business groups (above) as well as energy industry associations

(20% time) Using commercial experience and expertise to support special programs

  • Bring economic/tax/legislative/budget background to support MESC on special projects, including working with Andrew Alcorta on industrial policy
  • Work on MCC
  • Work on economic studies and special initiatives such as 50143.

(10-20% time) Tax and Tax Policy work

  • Tax interpretation, tax policy expert resource and liaison to Treas and IRS on these technical issues, e.g.,

Stacking of incentives

    • This usually involves several calls a week to answer questions about specific tax provisions paired with LPO loans
    • Transferability and Direct Pay are also areas of focus
  • Resource within MESC on tax policy questions, issues, leg history (i.e., intent)
    • This usually involves reviewing and interpreting regs for programs MESC administers
  • Outreach to tax experts / resources to explore specific fact patterns for our applicants
    • This often involves scheduling meetings/calls for MESC and LPO colleagues with these experts
  • Presenting at LPO and MESC meetings as is helpful to understand the tax and tax policy rationale and consequences for our applicants

Qualifications


Qualifications (please add key qualifications specific to the job posting):

  • Must be a U.S. Citizen
  • Master’s Degree and 10 years of equivalent experience. Ph.D. preferred.
  • In-Depth knowledge and understanding of US Tax Law; interpretation of law, and ability to effectively communicate to all levels.
  • Experience in sustainability tax, including focus on the EU Green Deal and developments in the U.S. and Asia.
  • Advised on manufacturing and energy supply chain programs within the U.S. Department of Energy.
  • Familiarity with loan program initiatives related to energy projects.
  • Interaction with stakeholders in the energy sector.
  • Firm understanding of the Congressional legislative process.
  • Knowledge of House and Senate Leadership and Administration perspectives on tax policy and legislation.
  • Ability to link tax policy practices across different regions (Canada, Latin America, and the U.S.).
