Overview

LMI is seeking an experienced Human Capital Senior Business Analyst at the Department of Homeland Security (DHS), Federal Protective Service (FPS) headquarters in Washington, DC. This position will support a program development and improvement workstream on a project to modernize and remediate systems and organizational processes within the government agency. This position requires the ability to obtain a DHS public trust security clearance. This position allows for partial telework with the ability to work virtually and travel to client site in DMV as required.

Responsibilities

As a Human Capital Senior Business Analyst, you will be responsible for working towards strategic objectives by helping with planning, aligning stakeholders, leveraging project management principles, conducting surveys, and supporting new processes, programs, and systems. Your duties may include:

    Working within a team to analyze and document requirements and consensus-build.
  • Identifying stakeholders and continually engaging them through deliberate communications and change management efforts.
  • Coordinating stakeholders to align multiple mission objectives, working towards shared strategic objectives through formalized action groups, providing project management support for each effort as identified by the action group.
  • Reviewing organizational requirements with stakeholders and support the development of a plan to close the gaps.
  • Supporting facilitated sessions and interviews to increase communications and consensus building.
  • Developing content for and facilitating events/meetings such as all-hands, strategic planning sessions, and work group meetings.
  • Supporting the implementation of new processes, programs, and systems and national coordination efforts.
  • Supporting the development of communications and stakeholder engagement campaigns.
Qualifications

Minimum:

  • Bachelor's degree, preferably in a discipline related to Business, Organizational Development, Organizational Assessment, or Human Resources - other degrees can be considered if experience demonstrates capability.
  • Ten (10) years of experience in leading the conduct of strategic planning activities, stakeholder communications, qualitative and quantitative analysis and formal documentation.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to conduct detailed research and analysis of qualitative and quantitative data.
  • Ability to propose and assess capabilities of alternative solutions to meet program needs.
  • Experience analyzing quantitative and qualitative data and presenting to executive leaders.
  • Proficiency in Microsoft Office, Word, Excel, Visio, and PowerPoint.
  • Ability to manage multiple groups and tasks and work independently or in a group.
  • Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel, Project, and Visio.
  • Self-starter capable of bringing clarity to and acting in ambiguous situations.
  • Ability to obtain DHS public trust security clearance.
  • Ability to travel to client site in DMV as required.

Desired:

  • Masters degree, preferably in a discipline related to Business, Organizational Development, Organizational Assessment, or Human Resources
  • Experience working within an operational law enforcement or military headquarters element, particularly in areas related to human resources.
  • Experience working within a federal agency's headquarters human resources organization.
  • Strong facilitation and influencing skills and the ability to build relationships and interface with executive and senior level government leaders.
  • Proficiency with data visualization methodologies and software (e.g., PowerBI or Tableau).
  • Lean Six Sigma, Change Management, and/or PMP certifications.
  • Existing DHS public trust or security clearance.
