Director, Quality & Continuous ImprovementDepartment of Health & Human ServicesFull-time, HybridSalary Range: $73,403.20 - $107,432.00/yr Job SummaryThe Quality and Continuous Improvement Director is responsible for building an enterprise-wide, person-centered, quality management system connecting all DHHS quality staff to fulfill the department’s mission to ensure that participants enjoy safe, healthy, and meaningful lives. Continuously assess the existing quality needs and infrastructure in divisions to collaboratively build a comprehensive system and provide support, guidance and development of key performance indicators. Link all quality staff independently supporting divisions to a larger quality system. Establish a culturally intelligent and equity driven quality management system, including preparation of quality plans within each division, formation of quality workgroups within each division, and development of performance metrics and dashboards for programs within each division. Conduct a needs analysis to ensure all areas are appropriately resourced. Assess all current quality positions, develop, and maintain a plan to standardize title codes and position descriptions. Position is critical to supporting a service delivery model driven by equitable and expanded access to services based on the needs of participants. Work Schedule: This position will work a hybrid schedule, some evenings will be required. Job ResponsibilitiesEnterprise Quality Management - Development and continuous coordination of a comprehensive, customer-driven quality management system across DHHS that adheres to industry best practice and frameworks, includes drafting standardized policies and procedures, developing and reporting performance measures. Application of continuous learning systems and quality tools such as PDSA and root cause analysis; management of special projects to advance a culture of quality.Performance Measure Development & Continuous Improvement - Direct the development of performance measures and standardized data collection methods to test whether programs/services are positively impacting participants and demonstrate the effective use of resources. In collaboration with divisional quality staff, develop recommendations for continuous improvement in response to results generated by outcome-based measures and participant needs. Quality Management - Direct the development and continued operation of a robust quality management process in alignment with the rest of the department and establish strong collaborative relationships with quality staff in all areas. Conduct a needs analysis of each division to ensure all areas are appropriately resourced.Departmental Quality Workgroup - Assist in the preparation and review of divisional quality plans and lead departmental quality workgroup to ensure full representation and inclusion across the department.Ability to push, pull, carry and lift up to 5 lbs.Other duties as assigned. Required Education, License/Certification and ExperiencesCurrent residency within the State of Wisconsin upon application requiredValid Wisconsin Driver’s License required and must be maintained throughout incumbencyBachelor’s degree or higher in Public Health, Population Health Management or closely related field requiredFive (5) years or more of work experience in Continuous Improvement, Enterprise Quality Management, Public Health Data or Population Health requiredThree (3) years or more of work experience in a Supervisory, Management or Director role requiredAdvanced knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required Preferred Education, License/Certification and ExperiencesMaster’s degree preferredLEAN certification preferredSix Sigma certification preferredProject Management Professional (PMP) certification preferred Note: This ORIGINAL APPLICATION is open to qualified residents of the State of Wisconsin at the time of application.
