Position Objective:
Provide management of the Centralized Traffic Control (CTC) and Supervisory Control and Data Acquisition (SCADA) systems for the online and backup office control centers. Manage the 24/7 maintenance for all Metro-North Railroad's mission-critical and safety-critical control systems which are used to operate, control, and support all Railroad Operations. Additionally, this position is responsible for managing and coordinating source data and information with Metro-North's operations, customer communications, and business functions. The systems impacted include vital wayside processors, view Workstations, Customer Information Systems, and employee payroll systems. This position is also responsible for providing design, development installation, and testing associated with the federally mandated Positive Train Control system requirements office mission-critical safety servers and Train Dispatcher control interfaces.
Responsibilities:
- Provide management and technical direction for the 24/7 engineering and maintenance support and oversight for daily software systems maintenance and management for all Metro-North's mission-critical and safety-critical real-time CTC, SCADA, and PTC operations control systems.
- Provide daily interactions with the Transportation and Power departments, AMTRAK, and vendors in direct support of safety and the rail operation and business plan.
- Provide design and coordination functions for the Metro-North wayside, office, and onboard Positive Train Control systems.
- Provide software installation, testing, and documentation support for all software changes to all systems.
- Ensure timely backup and restore capabilities, data archiving, and retrieval management for all mission-critical and safety-critical systems.
- Design, develop, test, implement, and document software applications to support various mission-critical requirements, provide version control audits, and manage design projects.
- Provide support and management of the Signal Control Desk operation.
- Provide a lead in supporting the Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Strong oral and written communication skills.
- Strong knowledge of railroad, power, and remote-control systems.
- Strong knowledge of operating systems (Dos, Window NT, UNIX,, and VAX/VMS)
- Knowledge of computer network management.
- Strong knowledge and experience in the integration of digital networks.
- Knowledge of Bell System Practices.
- Strong working knowledge of Microsoft Office and/or comparable applications
- Develop and manage service and equipment database inventory.
- Strong analytical skills to analyze new and existing products, equipment, and/or procedures.
- Must be able to recommend improvements or replacements to better support the voice and communications systems.
- Must be able to work in a high-profile/high-pressure environment.
- Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
- Must be able to implement and participate in Metro-North Railroad's Priority One Safety Program
- 24-hour 7-day availability required.
- Valid Driver's License
The following is/are preferred:
- Knowledge of signals and power systems logic and operation and applications preferred.
- Knowledge of communication systems application preferred.
- Knowledge of railroad operation preferred.
- Familiarity with Metro-North Policies and Procedures.
- Familiarity with Metro-North collective bargaining agreements.
Required Education and Experience:
- Bachelor's in a related field with a Computer Science background. Demonstrated equivalent experience, education, and/or technical credentials may be considered in place of a degree.
- Five (5) years knowledge of railroad, power, and remote-control systems.
- Three (3) years' experience with programming languages (C,C , Access, SQL Server) and client-server applications
- Four (4) years of programming experience with "C ", Delphi, .Net. SQL
- Four (4) years' experience with operating systems- (Microsoft Windows XP, UNIX)
Other Information
This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
