Summary

Join the team responsible for planning, budgeting, funding, overseeing, and developing implementation strategies for the MTA’s $55-billion Capital Program. MTA C&D Development plays a pivotal role in determining what, when, and how the MTA builds – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically coordinating packaging, and scheduling work to maximize benefits and minimize construction impacts to MTA riders.

The Senior Director, Force Account Implementation leads the unit responsible for prioritizing, facilitating, and coordinating MTA construction support resources in support of the MTA’s Capital Program. This position is accountable for ensuring optimal provision of operating agency support personnel and equipment (often referred to as “force account”), including construction flaggers, work trains, and track access, for MTA C&D projects. The Senior Director oversees the day-to-day and week-to-week management of supply and demand for these resources. The Senior Director also makes priorities and strategic implementation decisions, working with other stakeholders in the MTA operating agencies and across C&D, particularly with project teams in the Delivery Business Units.

Responsibilities

Oversee implementation of requests for force account resources, including construction flaggers, work equipment, track access, etc.

Prioritize resource assignment as needed,based on criticality, urgency, opportunity, etc.

Identify synergies, opportunities for coordination, piggybacking, etc., to optimize resource provision and minimize customer impacts.

Manage and develop a diverse team of managers and analysts working closely and collaboratively with operating agencies supporting all C&D departments.

Manage supply and demand across all C&D projects to optimize the utilization of resources.

Lead strategic implementation of initiatives to reduce resource utilization and maximize productivity.

Lead resource and schedule coordination efforts for and across C&D projects.

Resolve and troubleshoot issues and challenges with operating agency support provision.

Support continuous improvement of existing MTA systems used for support resource provision, including Unified General Order System (UGOS), Consolidated Work Train Manifest System (CWTMS), TA Labor Construction System (TLCS),etc.

Support the creation of new tools and systems for planning, tracking, and monitoring support resources.

Coordinate and liaise between C&D project teams to understand and assess resource and schedule needs and establish priorities.

Oversee the development of schedule projections and resource forecasts to inform operating agency budgeting and staffing.

Work closely with project teams in the C&D Delivery department, contract specialists in the C&D Contracts department, and planning and operations divisions of MTA operating agencies, such as NYCT Operations Planning, Maintenance of Way, and Service Delivery; interface with staff at all levels, including executive leadership.

Education and Experience

Bachelor’s degree in Urban Planning/Transportation Planning, Public Policy, Public Administration, Architecture, Engineering, Construction Management, Business, Finance/Economics, or a related field.

Master’s degree preferred.

Minimum of twelve (12) years of work experience in Transportation/Urban Planning, Budgeting/Finance, Administration, Project Management, or a related field.

Must have a minimum of eight (8) years in a managerial or supervisory capacity.

Other preferred qualifications:

Familiarity with the MTA’s operating agencies and their construction support resources, including policies and procedures, rules and regulations, track access requirements and restrictions, labor agreements, etc.

Knowledge of construction resource management and experience with planning and prioritization

Knowledge of MTA force account systems and applications, including TA Labor Construction System (TLCS), Unified General Order System (UGOS), Consolidated Work Train Manifest System (CWTMS), etc.

Familiarity with the MTA Capital Program.
