Position Objective

Reporting to the Deputy Director GCT Emergency Management and Fire Safety, this position: Provides comprehensive administrative support to the Emergency Management division, including: Developing and managing the complex GCT Fire Brigade schedule; tracking and managing compliance with training and medical requirements; planning and scheduling departmental, interdepartmental, and interagency meetings; researching, drafting, and handling correspondence; and preparing presentations and reports. Ensures all support functions for the Fire Brigade and division are executed efficiently and effectively.

Provides daily management and delivery of support functions for the division, such as managing budget, procurements, supply and material purchasing, payroll and timekeeping, human resources transactions, facility maintenance, vehicle maintenance and reports, travel/expense management, and other functions.

Assists senior management on programs including license monitoring, discipline tracking, and FMLA. Coordinates with the Office of System Safety (OSS) Manager, System Safety Support and Manager, Administration on delivery of all support functions and backfills their responsibilities as needed. Maintains confidentiality and conducts business discreetly in the support of the Emergency Management division, OSS, and Metro-North..

Responsibilities

  • Manages the complex 24/7 scheduling of the GCT Fire Brigade and the broader Emergency Management division on an ongoing basis, including rotating work schedules, leave requests, medical/OHS requirements, external and internal training requirements, and other assignments.
  • Coordinates with other MNR/MTA departments and external agencies as required.
  • Provides daily management and delivery of support functions, such as managing budget, procurements, supply and material purchasing, payroll and timekeeping, human resources transactions, IT needs, facility maintenance, vehicle maintenance and reports, travel/expense management, and other functions.
  • Assists senior management on programs including license monitoring, discipline tracking, and FMLA. Coordinates with the Manager, System Safety Support and Manager, Administration on delivery of all support functions for OSS and backfills their responsibilities as needed.
  • Provides comprehensive administrative support for the division, including planning and scheduling departmental, interdepartmental, and interagency meetings; researching, drafting, and handling correspondence; and preparing presentations and reports; and providing overall support to senior management as needed. Develops and maintains written procedures as required. Identifies opportunities for improvements and efficiencies and implements as appropriate.
  • Backfills the duties of the Manager, System Safety Support and Manager, Administration as required

Required Qualifications

  • Must be proactive and have demonstrated the following knowledge, skills, and abilities: Strong organizational and project management skills with the ability to work on multiple projects simultaneously and adhere to deadlines, even as priorities change.
  • Excellent planning, organizational, analytical, problem-solving, and communication (oral, written, presentation) skills.
  • Strong interpersonal skills with the ability to foster teamwork and effective working relationships, including the ability to interact effectively with all levels of management within Metro-North, with MTA Headquarters and the BSC, and with external regulators and stakeholders.
  • Thorough knowledge of relevant support functions and procedures.
  • In-depth knowledge of company policies & procedures, or ability to acquire within 6 months of hire.
  • Ability to create and deliver effective and efficient oversight and administrative processes and services tailored to unique business needs.
  • Proficiency with databases, with the capability of running reports and queries and handling database management.
  • Proficient in uses of Microsoft Office Suite. Working knowledge of Kronos, PeopleSoft, ATS, DTS, and/or related timekeeping, human resources, and procurement systems. Experience with data management applications, MNR Workforce Certification System, and/or comparable applications a plus.
  • Ability to maintain a high degree of confidentiality and discretion.
  • Knowledgeable of collective bargaining agreements and their implementation.
  • Ability to plan and organize support for a diverse and geographically dispersed division. Working knowledge of applicable Federal regulations.
  • Strong leadership skills with the ability to motivate and foster teamwork.
  • Ability to assist senior leadership in solving organizational, personnel, and change-related issues.
  • Ability to assist in identifying and forecasting departmental needs and contribute to strategic decision-making.
  • Ability to coach and ensure development of staff.
  • Must be able to maintain a high degree of confidentiality and discretion.
  • Must be able to respond to emergencies 24 hours a day, 7 days a week.

Preferred Qualifications

Knowledge of Railroad Operations.

Knowledge of labor agreements and their implementation.

Knowledge of Metro-North’s policies and procedures including Safety Instructions.

Knowledge of Federal Railroad Administration reporting requirements.

Proficiency with databases, with the capability of running reports and queries.

Experience with data management applications, with the capability of running reports and queries.

Experience with MNR-specific applications such as ETS and the Workforce Certification System and/or comparable

applications.

Required Education and Experience

Associate’s degree in business administration or another related field. Demonstrated additional experience, education and/or technical credentials to include an additional two years of related experience may be considered in lieu of degree.

Minimum of three (3) years of progressively complex and responsible management experience with demonstrated experience in business, administrative, and/or support tasks in an Operations, Transportation, Safety, Emergency

Management, or other relevant environment.

Minimum of two (2) years of experience overseeing administrative functions, projects, and/or staff

Preferred Education/Experience

Bachelor’s degree in business administration or another related field.

Other Information

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Selection Criteria
