Responsibilities
Oversees the management, evaluation, recommendation, and implementation of all permanent and temporary rail schedules and all long- and short-term rail planning for MTA New York City Transit and MTA Staten Island Railway. Directs, manages, and coordinates the development and production of efficient, economical, reliable, and timely base and supplemental train timetables and crew work programs for all subway lines and SIR, as well as crew work programs for supervisors, tower operators, work train staff, and construction flagging staff. Ensures that schedules are properly disseminated to internal and external downstream users, including (but not limited to) operational systems to supervise train operations, timekeeping systems, customer information systems, and data feeds. Negotiates with representatives of the Transport Workers Union on crew work programs and train timetables. Ensures that scheduled service and projected service revisions accommodate current and projected ridership and support capital improvements and maintenance work.Manages subway operational analyses, including running time analyses, track and signal capacity modeling, and fleet planning.Directs the systemwide process by which track access is coordinated, scheduled, and approved and implemented.Manages many competing needs with limited resources across the agency.The position coordinates and leads a staff of about 70 professionals in all scheduling and rail planning functions and frequently represents Operations Planning in senior level meetings with department and agency heads, as well as at public meetings.
Education and Experience
  • A master’s degree with a major in Transportation Management, Economics, Engineering, System Analysis, Urban Planning, or a satisfactory equivalent.
  • 15 years of full-time relevant experience, of which 10 years must have been in a managerial or supervisory capacity, OR
  • A satisfactory equivalent of education and experience.
Desired Skills
  • Ability to formulate and interpret schedules and service plans and policies to Executive Staff, elected officials and other government or community organizations.
  • Knowledge of New York City subway and bus operations and major service issues.
  • Comprehensive knowledge of current and emerging transit schedule making, data collection, planning, transportation modeling techniques, alternative analysis, and Federal planning regulations.
  • Ability to develop and manage a large and diverse staff.
  • Excellent written and verbal communication skills are required.
