Position Objective:

The position will coordinate the maintenance, construction, and repair of stations, facilities, and elevators on the Hudson and Harlem and West of Hudson Lines and capital projects. Responsible for defining work scope and objectives for future maintenance, construction, and repair programs based on station and facility standards for safe and reliable operations. Serve as MNR Code Compliance Manager and liaison with MTA C&D, Fire, Accessibility, and Code Compliance.

Responsibilities:

  • Responsible for the implementation and development of cyclical maintenance programs for 41 Hudson and West of Hudson Stations and 3 facility complexes to ensure safe and reliable service. Evaluate conditions regularly and implement corrective actions.
  • Evaluate and develop future maintenance and repair programs for stations and facilities which include developing cost estimates and coordination of all work efforts on inter-departmental projects with various department managers to ensure maximum productivity.
  • Direct subordinates in efficient use of budgeted resources. Review allocation of personnel, material, and equipment to keep all maintenance activities on schedule and budget.
  • Develop project scopes and production planning schedules for in-house projects to perform work safely and efficiently and in compliance with twenty year needs and the capital program.
  • Manage the inspection, cyclical maintenance, and repair of all elevators and escalators that Metro-North maintains.
  • Serve as MNR Code Compliance Manager and liaison with MTA C&D, Fire, Accessibility, and Code Compliance.
  • Ensure regulatory compliance with all environmental and FRA regulations and building codes.
  • Review station and facility designs for compliance with Metro-North standards and maintenance practices.
  • Ensure all work complies with MNR Safety programs.

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Strong oral and written communication skills. Strong working knowledge of Microsoft Office and /or comparable applications.
  • Strong ability to analyze complex situations involving structural and safety defects at stations and facilities.
  • Strong leadership skills with the ability to foster teamwork and direct interaction of the workforce.
  • Excellent planning, forecasting, and organizational skills to ensure cyclical stations and facilities work is on schedule and service disruptions minimized.
  • Strong ability to analyze cyclical maintenance and repair problems and develop solutions.
  • Strong Knowledge of installation and inspection requirements along Metro-North’s right-of-way.
  • New York State Uniform Fire Prevention and Building Code and Enforcement.
  • Strong project management, forecasting, and coordination skills which include quality control and quality. assurance measures within adherence to deadlines.
  • Knowledge of inspection and maintenance of elevators and escalators.
  • Strong knowledge of carpentry, masonry, sheet metal, electrical and plumbing work.
  • Strong ability to interact with internal departments, as well as city and state agencies.
  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program to promote a safe work environment. Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
  • Must be able to work outside of normal working hours as needed to support maintenance and construction projects.
  • 24-hour, 7-day availability required.
  • Valid driver’s license.

Required Education/Experience:

  • Bachelor’s Degree in Civil Engineering, Construction Management, or related discipline. A minimum of seven years of demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of a degree.
  • Minimum 7 years experience in construction, maintenance, and repair of facilities to include broad knowledge of overall rail – transportation operations.
  • Minimum 5 years of progressively complex management experience managing projects and a diverse workforce.
  • NYS Certified Code Enforcement Official, or ability to attain within six (6) months of hire.

The following is/are preferred:

  • Familiarity with Metro-North Railroad policies and procedures.
  • Familiarity with Metro-North’s collective bargaining agreements.

This position is safety sensitive and subject to toxicological testing.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Selection Criteria

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. To be selected for a position, one must meet the following criteria: (1) satisfy the minimum requirements listed in the job posting, (2) if applicable, successfully pass a written and practical exam, (3) satisfy a background investigation (including but not limited to, employment, education, and criminal history), and (4) pass a verbal interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Failure to pass any step within the hiring process will result in the disqualification of your application.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in their current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
