Meta is Hiring a Program Manager, Business Controls Operations Near Fremont, CA

The role of the Program Manager, Business Controls Operations will be responsible for programmatic process improvement strategy, development, and execution for the Global Business Controls team. This role will work closely within the Data Center Engineering and Construction (DEC) Project Controls team (Cost and Schedule) and various internal departments within DEC, Finance, Accounting, Sourcing and Operations Engineering, etc. to drive process efficiencies and programmatic analytics to support future scaling efforts.The Program Manager, Business Controls Operations will work closely with the Construction, Design, Engineering, and Project Controls teams to develop strategies for process improvements, tooling solutions, and efficiencies to support financial management, forecasting, effective risk insight, cost data organization and tooling development, and other commercial process efficiencies and simplifications to support the continued scaling of the global New Builds, Retrofits, and Leased program.The Program Manager will be responsible for utilizing Subject Matter Experts within cross functional partners to support process improvement initiative execution. This position will be responsible for effective communication and training amongst the Controls team to ensure successful and globally aligned implementation of processes across the program. In addition to programmatic process improvement development, the Program Manager will support the Data Center Engineering and Construction teams in interpreting programmatic controls impacts, such as analysis of programmatic risks and changes, and developing communication and mitigation strategies to support successful business controls responsibilities. Communication skills, organization, analytical, and strategy development and implementation skills are a must in this highly collaborative role.This is a full-time, Individual Contributor position, which will report directly to the Business Controls Operations Manager. This role includes approximately 25% travel to our headquarters as well as Data Centers sites.

Program Manager, Business Controls Operations Responsibilities:
  • Support strategy development for New Builds, Retrofits, and Leased project controls processes, tooling, and reporting. Responsible for execution of strategy with support of Program Manager team and Cost and Schedule Team SMEs.
  • Develop and lead execution strategy of aligned financial tooling system and reporting structure for DEC including collaboration with various internal and cross-functional partners and construction tooling vendors.
  • Collaborate with partners within DEC and other cross-functional teams (e.g., Finance/Accounting, ICM Delivery Team, Sourcing and Operations Engineering, Global Data Center Connectivity, etc.) and externally with GC partners & vendors, to gain process improvement insight and effectively drive strategy execution.
  • Work with the Project Controls Team to understand and prioritize short-term and long-term efficiency opportunities.
  • Organized documentation and communication of existing processes and training for Internal and External Project Controls and Construction team. Responsible for training and communication of new processes and maintenance of process documentation.
  • Support Project Controls from a Cost, Schedule, Risk and Change programmatic insight and analytics, reporting mechanism, and support development communication and mitigation strategy.
  • Support strategic initiatives to revamp our procurement strategy and reevaluate the offsite manufacturing process. Partner closely with accounting, finance, sourcing and contracts teams to rollout and gain necessary buy-in.
  • Co-lead strategic tooling upgrades for our data infrastructure. Partner closely with security teams and Systems & Business Intelligence to align on system architecture.

Minimum Qualifications:
  • BA/BS in construction management, engineering, or equivalent.
  • Minimum of 7 years’ experience in construction and project management for various construction programs.
  • Experience in construction cost forecasting, project controls processes and tooling, Earned Value Management, construction risk reporting, application for payment reviews, accrual reporting, and construction scheduling and planning.
  • Extensive experience with cost and schedule control tooling systems (such as Unifier, Primavera P6, eBuilder, Procore, Textura, or others).
  • Experience with MS Excel, PowerPoint.
  • Experience communicating financial status and schedule details from multiple construction sites to executive management.

Preferred Qualifications:
  • MA/MS in construction management, engineering, or equivalent.
  • PMP Qualifications.
  • Large $200M design and construction experience.
