Position Overview:

MassCEC seeks a dedicated Program Manager to contribute to the department’s proposal development and evaluation activities. This opportunity is ideal for a detail-oriented workforce development professional interested in contributing to a growing team by supporting effective program assessment of current initiatives and conducting comprehensive research to help develop compelling federal funding proposals. Reporting to the Deputy Managing Director, the Program Manager will provide support across MassCEC’s robust Workforce Development programming, which currently includes eight programs and initiatives spanning three key priority areas: Students and Young Adults, New Entrants and Incumbent Workers, and Minority and Women-Owned Business Enterprises.

Core Responsibilities:

  • Work with the workforce development leadership team to refine key metrics for measuring program impact and evaluating program effectiveness;
  • Develop documentation and supporting technical assistance resources to strengthen consistency in data collection practices by program staff and grantees;
  • Provide direct technical assistance to other team members and grantees related to using the to-be-developed departmental databases and other data collection methods;
  • Complete data cleaning tasks, identify issues with data quality, and implement practices to improve data collection;
  • Support grantees in completing additional requests for data as required by routine program monitoring and evaluation practices;
  • Support the workforce development team’s capacity to provide timely responses and ongoing collaboration on requests for data on organizational metrics and data for briefing documents;
  • Collaborate with org-wide data and metrics team members to ensure that the workforce development team is aligned;
  • Support partnerships with consultants and academics to conduct ongoing research to analyze trends, developments, and challenges in the clean energy industry and labor market;
  • Conduct desktop research to inform program strategies, federal funding proposals, workforce development initiatives, and policy recommendations;
  • Draft narratives and project descriptions that align with program funding opportunities and showcase the organization's capabilities and impact;
  • Support workforce team in completing reporting requirements for federal grant programs;
  • Develop public-facing reports, briefs, presentations, infographics, and tools to help disseminate learnings, best practices, and impact to multiple audiences, including the legislature, executive branch, MassCEC board of directors, and workforce development stakeholders, among others;
  • Support the build-out of workshops, seminars, and events to facilitate dialogue between employers, policymakers, and educators;
  • Contribute effectively to cross-functional and collaborative efforts as opportunities and needs are identified;
  • Participate in relevant departmental competitive procurement processes as requested.

Position Qualifications:

Education:

  • A Bachelors in public policy research, education, energy or environmental science/studies, economics, or a related field would likely involve skill development relevant to this position. This can also be evidenced by professional experience and other training programs outside of a four-year degree program.
  • Relevant advanced and continuing education is valued.

Experience:

  • 3 years of relevant professional experience with at least two years of experience in workforce development and a record of progressing professional responsibility.
  • Experience in the clean energy industry or similar industry, nonprofit program evaluation and reporting.
  • Experience with program management, and/or program administration.

Knowledge, Skills, and Abilities:

  • Excellent written communication skills with the ability to craft and edit documents for a range of purposes and audiences;
  • Proficiency in Excel with an ability to analyze data and explain graphic information effectively (knowledge of or experience using other databases a plus);
  • Proficiency in PowerPoint and the ability to develop slides that communicate information clearly and succinctly;
  • Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment under tight deadlines;
  • Excellent problem-resolution skills, and ability to make informed decisions;
  • Demonstrated ability to work with internal and external stakeholders and cultivate appropriate relationships;
  • Working knowledge of basic accounting and payment processing (budgets, invoices, etc.);
  • Awareness of clean energy technologies, including building decarbonization practices, renewable energy generation and storage, and electric vehicle deployment and maintenance;
  • Understanding of the construction and trades industry and ability to engage with diverse stakeholders, including architects and engineers, property owners/managers, HVAC companies, construction managers, and consumers; and
  • Knowledge of best practices in workforce development, including those that relate to employer engagement, training design, participant recruitment and retention, and program supports for participants with multiple barriers to success in the labor market.
