Safety Person
· Full time Safety Representative to be on site fulltime at airport project
· Qualifications
o Must hold a safety and health certificate / designation with at least with at least 5 years of relevant construction safety and health experience and a bachelor’s degree in safety management or an equivalent engineering degree
o Have a bachelor’s degree in safety management or an equivalent engineering degree with at least 7 years of relevant construction safety and health experience
o Have at least 12 years of relevant construction safety and health experience
o Current OSHA 500 course for construction in the last 4 years
o Provide proof of completion of a Red Cross or approved equal for Cardio - Pulmonary Resuscitation (CPR), First Aid, Automated External Defibrillation (AED), and blood-borne pathogens training course
o Completion of drug and alcohol reasonable suspicion training
o Knowledge of safety representatives’ responsibilities
· Responsibilities for the Safety Representative shall include but is not limited to:
o Employee Safety & Environmental Orientation, Training and Instruction
o Implementation of this TMP EH&S Plan or equivalent for contract field operations.
o Conduct orientation sessions for employees new to the site, prior to their beginning work.
o Participate in weekly toolbox safety meetings; assist field supervisors, as requested, with meetings.
o Conduct monthly supervisor safety meetings
o Implement a system of Job Hazard Analysis that addresses site safety, security and environmental hazards and Activity Hazard Analysis (AHA) to prevent incidents. Refer to section on AHA. Participate in AHA development and Job Hazard Analysis activities.
o Instruct supervisors on safety rules and regulations.
o Instruct employees concerning special procedures (e.g. lock-out, excavation, confined space entry, hot work, etc.) as required by OSHA, FAA, TSA, DHS or outlined in these TMP Environmental Health & Safety Plan and contract documents.
o Conduct regulatory training as required.
o Conduct emergency evacuation training and drills
o Implement a system of Job Hazard Analysis that addresses site safety, security and environmental hazards and Activity Hazard Analysis (AHA) to prevent incidents. Refer to section on AHA. Participate in AHA development and Job Hazard Analysis activities.
o Instruct supervisors on safety rules and regulations.
o Instruct employees concerning special procedures (e.g. lock-out, excavation, confined space entry, hot work, etc.) as required by OSHA, FAA, TSA, DHS or outlined in these TMP Environmental Health & Safety Plan and contract documents.

· Record Keeping
o Complete and maintain federal, company, and project specific reports and retain for the duration of the project or as required by law.
o Complete accident investigations, conduct root cause analysis and develop lessons learned reports for distribution to Prime/Subcontractors, Subcontractors and TMP safety team.
o Perform daily inspections of the project site for safety and health exposures. These inspections shall be documented in the ACAA TMP IT Platform system.
o Maintain training documentation.
o Assure a Competent Person as defined by OSHA in 29 CFR 1926 is provided at work locations where required by the regulations. Provide and maintain the list of competent persons.
o Maintain safety permitting documents such as but not limited to confined space entry, hot work, traffic control plans, etc. as defined.
o Complete and process ACAA TMP EH&S reporting and recordkeeping requirements.
· Safety Standards, Rules and Regulations Enforcement
o Authority to take immediate corrective action, including authority to stop work.
o Organizational freedom necessary to implement and enforce Prime Contractor safety and health programs.
o Implement, maintain, and update, as required, conditions and project Site-Specific EH&S policies and procedures.
o Interpret and implement Site-Specific EH&S policies and procedures.
o Demonstrate, by example, proper safety behavior.
o Ensure that appropriate company disciplinary action is taken in response to unsafe behavior.
· First Aid/Medical Treatment
o Ensure first aid supplies are adequate.
o Investigate accidents and complete or obtain accident reports.
o Coordinate transportation of employees with minor injuries to Prime Contractor’s first aid station or TMP designated medical facility.
o After ensuring treatment of the injured worker and securing the work site, inform the TMP Safety Director immediately
· General Responsibilities
o Utilize the TMP safety software web-based system as required.
o Keep the TMP Safety Director apprised of any EH&S related issues that have or may develop.
o Conducting weekly project safety meetings.
o Compile EH&S statistical information and copy the TMP Safety Director.
o Participate in scheduled weekly safety meetings with the ACAA or their representative.
o Coordinating safety efforts with Subcontractors.
o Reviewing Superintendent, Foreman and Subcontractor weekly safety inspection reports.
o Assure that all Personal Protective Equipment (PPE) is available and workers have been trained on use of PPE and it is being used as required.
o Prior to Prime/Subcontractor making a critical crane lift, a detailed lift plan shall be submitted for review.
