Manatee County Government is Hiring an Engineering Division Manager - Development Review Near Bradenton, FL

Location: 1112 Manatee Ave. W., 4th Floor Bradenton, FL 34205

Days and Hours: Monday - Friday 8 AM - 5 PM

Responsible for all operations of assigned Engineering Division in the Manatee County Public Works or Development Services Department. Ensures division goals are met and high-quality service is maintained. Reviews engineering plans, design standards, and analyses. Prepares reports and presentations regarding area of assignment. Areas of assignment include CIP Design & Review, Stormwater, Development Review, Infrastructure Planning, and Project Management. The Engineering Division manages engineering activities for roadways, bridges, stormwater, public utilities (potable, reclaimed, and wastewater), and the Capital Improvement Plan.

*NOTE: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.

Working Conditions

Indoor/Office situation; high noise environment while performing certain responsibilities. Typically sitting at a desk. Lifting equipment up to 25 lbs. alone, up to 50 lbs. with assistance.

Essential Functions

Manages engineering operations for area of assignment. Delegates engineering assignments to subordinate sections, including planning, design, survey, right-of-way, LIS data collection, and mapping/GIS locations. Ensures division goals are met and high-quality service is maintained.

Reviews and recommends design standards relevant to area of assignment.

Reviews engineering analyses and recommends future improvements.

Provides engineering estimates for improvement projects and designs.

Prepares and presents agenda items for the Board of County Commissioners' consideration, including ordinances, contracts, inter-local agreements, and feasibility reports.

Prepares cost estimates, using efficient methods of work force and equipment allocations.

Reads and interprets complex engineering plans and specifications. Performs advanced professional engineering work in the solution of problems associated with area of assignment.

Negotiates contracts and agreements related to division projects. Directs work activities of contracted service providers for specific engineering activities. Reviews plans prepared by consulting engineers.

Confers with business and industry groups; developers; community groups; state, regional, and local partners; and other stakeholders regarding engineering projects, programs, and best practices to promote strong relationships.

Prepares key reports on engineering projects and programs related to area of assignment and makes presentations to the Board of County Commissioners, staff, businesses, and other organizations.

Serves on boards, commissions, committees, and working groups within area of responsibility.

Provides management and guidance to two (2) or more subordinate managers. Mentors and coaches those managers. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members.

Develops and implements policy, strategy, and operational plans for area of responsibility.

Develops annual budget based on division needs. Monitors revenue and expenses and allocates fiscal resources appropriately. Performs periodic cost and productivity analyses to ensure efficient and appropriate use of funding.

Responsible for regulatory compliance for area of responsibility to ensure that all work is completed in accordance with applicable laws and government regulations.

Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Attends educational events that will increase professional knowledge and be otherwise beneficial to the County.

Performs related work (including weather or other extreme emergencies) as requested or assigned.

Bachelor's degree in Civil Engineering or related engineering field.

Registered as a Professional Engineer in the State of Florida or must obtain registration through reciprocity within 6 months of hire.

Knowledge, Skills, and Abilities:

Excellent organization, prioritization, analytical, and problem-solving skills in order to effectively manage area of responsibility and attain goals set. Able to resolve difficult and complex problems and situations.

Excellent knowledge and understanding of modern engineering standard of care criteria, current literature, and sources of information, especially as related to area of assignment.

Excellent knowledge and understanding of capital improvement programming, budgeting, and comprehensive planning.

Excellent knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities, including Land Development Codes, Comprehensive Plans, and FEMA regulations applicable to area of assignment.

Excellent knowledge and understanding of computer systems and software applications required to perform job responsibilities.

Excellent verbal and written communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with staff, elected officials, business leaders, the general public, and government regulators. Able to influence others regarding policies, practices, and procedures.

Development Services Engineering Division Manager:

Engineering Division Manager of the Development Services Division oversees the review staff that works on a wide range of projects from complex to non-complex. Department reviews all residential and commercial development plans within Manatee County related to roadway, stormwater, and utility infrastructure for conformance with local and state codes, ordinances, and standards. This includes review of master plans, preliminary plats, site plans, construction plans, final plats, cost estimates and calculations. The position coordinates with other County departments, other agencies, and applicants such as private development planners and engineers.
