General Information

Location: 5160 65th Street West Bradenton, Fl 34210

Days and Hours: Monday - Friday 7:00am - 3:30pm

This classification performs supervisory and skilled construction, repair, and maintenance work in the operation of Manatee County Wastewater/Water Treatment Plants, the Water Distribution lines, or Wastewater lines and systems throughout the county. Work involves responsibility for supervising and participating in the work of treatment plants, water lines, or wastewater line repair and maintenance duties.

Working Conditions

Indoor/outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; and up to 100 lbs. with assistance.

This is a safety-sensitive position. Employment and continued employment with Manatee County Government is contingent upon passing pre-employment and random substance screenings. An applicant/employee who fails to pass a drug/alcohol screening, shall be disqualified from employment in any class for a period of three (3) years.;

Job Description

Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Assists in planning work; establishes priorities.
Directs the work of various Utilities mechanical, electrical, and SCADA staff, involving skilled utility maintenance and equipment operation tasks.
Directs and assists in repair and maintenance of treatment plant equipment, including pumps, motors, blowers, valves and chemical feed systems.
Directs and oversees installation, maintenance, modification, and repair of electrical fixtures and equipment in three phase industrial plants, including wiring, lighting, machinery, power appliances, overhead circuits, motors, relays, switches, and control boxes up to and including 4160-V, AC application and DC voltages.
Schedules, assigns and evaluates the work of assigned crew members; instructs crew members at work site as required; trains new employees.
Inspects work for conformance to quality and material standards.
Maintains time, equipment and material records.
Establishes and maintains effective working relationships with others.
Performs other related work (including weather or other extreme emergency duties) as required.
Identifies and plans for future capital improvement projects and assists in preparing annual budgets.
May be required to solicit quotes for parts, services, equipment, etc. based on available budgetary funds.
Submits backup documentation for purchasing requests, places orders with vendors, and validates receipt of goods and services.
Manages inventory and asset tracking and control, including annual inventory and asset management audits.
Prepares and delivers annual performance evaluations to all assigned employees.
Researches projects in area of assignment to stay abreast of the history of repair, maintenance and construction within that area.
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.

Minimum Qualifications

Minimum of four (4) years of experience in water/wastewater repair and maintenance.

A valid Florida Class "A" Commercial Driver License (CDL with a Tanker Endorsement).

Possession of training certificates, or ability to obtain within one year of employment: "Confined Space Entry," "Lock-out/Tag-out," "Basic Electricity," "Bloodborne Pathogen & Exposure Control Safety".

Training certificates desired (depending on area of assignment): Class "B", Class "C", Class "A" Wastewater Technician Certificate, Water Level 3, 2 and 1 Distribution System Operator Licenses, "Basic Welding" training certificate, Heavy Equipment Operator Safety Course, Basic Supervisor Training, or EPE Supervisor Training, Radio Telemetry, Computerized Maintenance Management, "Basic Pump", Basic Commercial Wiring, Cross Connection Control, Traffic Control Safety, "Trenching and Shoring", Chlorination Equipment and Safety.

Equivalent combinations of education and experience may be considered.

Depending on Area of Assignment: Valid Florida Class "A" Commercial Driver's License (CDL)

Knowledge, Skills, and Abilities:
Knowledge of various construction, repair or maintenance techniques required by the variety of tasks performed.
Knowledge of safe operation of hand and power tools and medium to heavy equipment used to perform job duties.
Knowledge, or ability to obtain knowledge, of the National Electrical Codes (NEC), use and care of advanced tools, equipment and testing devices of the electrical trade, and occupational hazards and safety precautions of the trade, including working with high voltages up to 4160-V, AC and DC circuits.
Knowledge, or ability to obtain knowledge, of specialized testing equipment, high voltage safety equipment, and specialized high voltage material for repair of high voltage equipment; knowledge of high and low voltage equipment, knowledge of indicators, controllers and other process sensing equipment.
Knowledge, or ability to obtain knowledge, of the principles and practices applied to preventative and corrective maintenance of electronic, microprocessors, and other instrumentation of wastewater treatment plants.
Knowledge of, and ability to perform, repair and maintenance of chemical feed equipment, knowledge of hypochlorite handling and safety precautions.
Knowledge of occupational hazards and necessary safety precautions.
Knowledge of modern supervisory or lead principles and practices.
Ability to read and interpret intricate electrical control schematics, blueprints, piping layouts, single line drawings, with some knowledge of electronic schematics.
Ability to effectively prioritize, schedule, assign, direct and evaluate the work of assigned staff.
Ability to read, comprehend and follow oral and written instructions.
Ability to communicate clearly, effectively and tactfully, orally and in writing.
Ability to establish and maintain effective working relationships with coworkers and the general public.
Ability to climb and descend ladders, stairs, etc.
Ability to perform physical strenuous work under varying weather conditions (including inclement).
Ability to work emergency situations as required.
Ability to distinguish colors.
Ability to operate a personal computer, including pertinent software applications.
Skill in the operation of equipment associated with assigned tasks.
