Job Description

Making Cents is looking for a Senior Manager, Grants and Contracts to support the company’s overall procurement, solicitation, and contracting functions as well as the administration of awarded grants and contracts, including grants under contract and subcontracts.
The Senior Manager, Grants and Contracts will work as part of a collaborative team to directly contribute to the implementation of projects and to core company Project Delivery and Business Development functions. Success in this role requires the Senior Manager, Contracts and Grants to be detail-oriented, focused on quality, well-organized, dedicated to teamwork, proactive, and flexible in a dynamically expanding environment.
Responsibilities:

  • Prepare and draft contracts, grants, subawards and other agreements and corresponding modifications
  • Lead the standardization of grant processes, manuals, and support for project staff in understanding best practices for application within specific activities
  • Track reporting needs, deadlines, and action items for open grants and contracts
  • Work with program staff to prepare procurement plans consistent with annual work plans and advise on strategies for the procurement of goods and services
  • Manage, coordinate, and assist with procurement processes including preparation of solicitation documents, publication of procurement notices, collection of complete supporting documentation consistent with funder requirements and Making Cents’ policies, evaluation of offers/bids, and negotiation/award of contracts
  • Coordinate with Finance staff regarding award fiscal management, audit, and financial reporting
  • Perform research and provide interpretation of the following regulations: Federal Acquisition Regulation (FAR); Agency for International Development Acquisition Regulations (AIDAR); Code of Federal Regulations (CFR); standardized regulations, standard provisions, OMB Circular A-110, A-122 and A-133; AAPDS; ADS and other bodies of USG regulation
  • Assist in the preparation and drafting of USAID approval and source/origin waiver requests and communicate with USAID Agreement Officer and Cognizant Technical Officer as necessary
  • Provide guidance to project staff regarding award terms and conditions and USG regulations. Keep abreast of, interpret, and provide guidance to staff on funder regulations and policies; educate program staff on contract compliance issues and operational topics
  • As appropriate, represent Making Cents at industry events through presentations and speaking engagements
  • Collaborate and coordination with other divisions to achieve company objectives
  • Other duties as assigned

Minimum Requirements:

  • Bachelor’s degree and 8 years of relevant work experience
  • Demonstrated experience managing USAID funded contracts and grants
  • Working knowledge of FAR, AIDAR, CFR, and OMB Circulars required
  • Strong project management and organizational skills, as well as attention to detail
  • Experience effectively working in a team setting and delegating tasks to others
  • Strong knowledge of MS Office applications
  • Written and verbal fluency in English
  • Ability to work in the US without employer sponsorship

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer
  • Periodic travel, including international travel

Working Conditions:
This position is eligible for a flexible work arrangement where the employee regularly conducts their work from both Making Cents’ Washington, DC office and from a telework location. For this position, the employee will be expected to work from the company’s Washington, DC office at least once a month. Making Cents does not support telework from the following jurisdictions: California, Florida.
All Making Cents International staff working in the United States are required to be fully vaccinated for COVID-19. As a condition of employment, selected candidates are required to provide proof of full vaccination unless they qualify for a legally recognized medical or religious accommodation. Individuals are considered fully vaccinated two weeks after their final dose of the requisite vaccination. Compensation and Benefits:
The full-time equivalent annual base salary for this position is expected to be between $88,000 and $100,000. Actual offers will be based on several factors including, but not limited to, the applicant’s relevant years of experience, education, certifications appropriate to the position, internal equity, budget; and business or organizational needs.
