JOB DESCRIPTION

JOB TITLE: DIRECTOR OF I.T. ORIGIN DATE: JUNE 2017

DEPARTMENT: I.T. DEPARTMENT NO: 51

CLASSIFICATION: EXECUTIVE EXEMPT JOB ZONE: 7.0 to < 8.0

I. JOB SUMMARY: The Director of Information Technology (IT) manages the IT Department for

Lyon County. In doing so, The Director plans, organizes, coordinates, and directs the activities

of the Information Technology Department to introduce improved efficiencies and

effectiveness; implements and monitors policy compliance; applies sound management;

supervises all IT staff and be the support person for all computer users working in Lyon County

Offices; and performs other work as required.

The roles, responsibilities, job functions, knowledge, skills and abilities set forth herein may be revised from
time-to-time in order to comply with federal and state laws, departmental needs and the changing
requirements for this position.

II. ESSENATIAL FUNCTIONS: Nothing in this specification restricts management’s right to assign or

reassign duties and responsibilities to this position at any time.

a. Plans, organizes, directs, and coordinates the activities of a major division of the

Information Technology Department; provides leadership, direction, and guidance for

development and operational activities to achieve the department’s long- and short-

range goals.

b. Manages information technology for the county.

c. Manages IT support for the Lyon County Emergency Communication Center.

d. Formulating and implementing policies, programs, procedures, and standards for

activities of the Information Technology Department.

e. Exercises considerable independent judgment to analyze, develop, and recommend

plans and solutions to operational, management, business process, or countywide

telecommunications and Data Center operations services including hardware and

software activities and associated problems, and utilizes effective leadership skills to

implement such plans and recommendations.

f. Aids in the recruitment, interviewing, selection and evaluation of staff; assigns and

reviews projects with project managers to determine progress and work priorities;

ensures adherence to standards and procedures; identifies, recommends and initiates

training for staff.

g. Coordinates and works closely with County departments to identify objectives, plans,

and methods to satisfy business requirements and negotiates service level agreements

in support of these requirements.

h. Directly manages and maintains county cell phone contract with cell phone vendor.

Oversees phone and tablet upgrades. Performs periodic plan evaluation with cell phone

vendor.

i. Coordinates system availability, performance management, and capacity planning

issues; assures timely, accurate and prompt turnaround of work orders/requests;

monitors workload statistics in support of achieving service level agreement goals.

j. Assure the purchase and maintenance of essential equipment and supplies for the

department.

k. Provide a schedule of new and revised system developments.

l. Maintain a schedule of operational processing to assure timely access to information

sources.

m. Establish and monitor the department budget.

n. Provides short- and long-range planning of future systems and I.T. needs

o. Provides timely liaison with the Board of County Commissioners to keep them current

with operation results.

p. Assures proper liaison with users to identify problem areas and determine systems or

computer applications that may solve or minimize the problems.

q. Provide monitoring of all systems to keep tasks and all equipment operational.

r. Implement and oversee backup procedures, including the training of backup personnel

for redundancy in the operation of I.T. Department duties.

s. Train users in the basics of all operating system and security procedures.

t. Network administration working with managed switches and firewall configuration.

III. MARGINAL FUNCTIONS:

a. Perform related duties as assigned by the Board of County Commissioners.

b. Attend mandatory and selected training.

c. Duty to maintain a positive work atmosphere by acting and communicating in a manner so that
employee gets along with customers, citizens, coworkers and management.

d. Being pleasant, respectful and civil with others on the job and displaying a good-natured,
cooperative attitude.

e. Maintaining composure, keeping emotions in check, controlling anger, and avoiding aggressive
behavior, even in very difficult situations.

f. Obligation to be reliable, responsible, dependable, and fulfill duties.
g. Must show up for work on a regular and predictable basis as scheduled.
h. All other duties as assigned.

DIRECTOR OF IT

IV. QUALIFICATIONS: A combination of experience, education, and/or training which substantially

demonstrates the following knowledge, skills and abilities:

a. Must have a Class C Driver’s License.

b. Thorough knowledge of:

i. Firewalls, spam blockers, and, antivirus software

ii. County values and principles and methods of organization and accomplishing

work in a county government

iii. Methodology, materials, capabilities, and limitations of equipment.

iv. Principles and practices of public administration, including organizational

development and personnel management, budgeting, and supervision

v. Principles and practices of customer service and relations to develop and

maintain a high level of customer satisfaction with services and products

delivered by the Department.

vi. Principles and practices of project management to achieve project objectives

within established budgets and schedules

c. Working knowledge of:

i. Administrative and economic aspects and procedures utilized in the

development, maintenance, operation and repair of countywide information

technology facilities, equipment, and systems

ii. Principles and practices of office management and administrative organization

iii. Public relations principles and techniques for inter-agency work with other

government agencies.

iv. Must have the ability to receive, interpret, and, follow verbal and written

instructions. Required to read, write, and, speak English. The ability to speak a

foreign language is helpful.

v. Must understand a total system functions and pertinent policies and procedures

d. Skill and Ability to:

i. Operate and service all IT equipment

ii. Exercise initiative, ingenuity and sound judgment in analyzing and evaluating

problems, information, and situations; develop effective and creative solutions

and action plans; and effectively implement and monitor plans

iii. Directly supervise employees and indirectly supervise user personnel for

training.

iv. Analyze, evaluate and draw logical conclusions from complex technologies and

related technical data

v. Communicate clearly and effectively, both orally and in writing with both

technical and non-technical personnel; prepare clear and concise administrative

and technical reports, correspondence and memoranda; provide clear and

composed speeches to staff and the public as needed

vi. Establish and maintain effective working relationships; provide excellent and

courteous customer service; and evaluate and develop improvements to

enhance the effectiveness and efficiency of services provided to County

departments

vii. Read and comprehend complex written and technical materials

viii. Recognize problems of a sensitive or political nature and understand

organizational and political implications of decisions and recommendations

ix. Work under pressure of time and conflicting demands

V. REQUIRED CONDITIONS OF EMPLOYMENT: As a condition of employment, the incumbent will

be required to:

a. Successfully pass a modified background investigation.

b. Kansas Class “C” Driver’s License

c. Be available to respond to off-hours situations, work occasional nights and weekends,

off-hours situations, holidays, and during times of emergencies and disasters.

VI. EXAMPLES OF EDUCATION/TRAINING/EXPERIENCE: Any combination of training, education

and/or experience which provides the knowledge, skills and abilities and required conditions of

employment listed above is qualifying. An example of a way these requirements might be

acquired is:

a. Education

i. G.E.D. or Equivalent.

ii. Completion of courses leading to a Bachelor’s Degree or Technical Degree in

Software and or Network Technology.

iii. Business Administration degree would be helpful, but technical training and

experience are more important.

VII. PHYSICAL AND SENSORY REQUIREMENTS: The physical and sensory abilities required for this

classification include:

a. Sight in order to read computer screens and standard computer printouts

b. Hearing, speech, sight, and physical dexterity sufficient to function in a typical office

environment

c. Coordinated, skillful movements of fingers, hands and arms to operate a computer

keyboard
