Lynker Corporation is Hiring a NEPA Environmental Compliance Specialist Near Leesburg, VA

Lynker expects an upcoming need to hire multiple NEPA Environmental Compliance Specialists. This position will support NOAA's Office for Coastal Management (OCM) in efforts to advance compliance with the National Environmental Policy Act (NEPA) and other environmental statutes, such as the Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act Essential Fish Habitat provision, Marine Mammal Protection Act, National Marine Sanctuaries Act, and National Historic Preservation Act. OCM supports and invests in a range of activities that have the potential to impact the environment. As part of the Infrastructure Investments and Jobs Act (IJJA), OCM is administering hundreds of millions over dollars over five years to advance coastal habitat restoration activities through the National Coastal Resilience Fund and restoration and conservation activities within the National Coastal Zone Management Programs, National Estuarine Research Reserves. OCM will also be supporting regional ocean partnerships, including regional data sharing and integration, and delivery of data, products, and services to advance flood and inundation mapping. Activities include scientific research and monitoring, coastal construction and restoration, land acquisition, data collection and integration, planning activities, and public engagement and outreach efforts.

The Environmental Compliance Specialist will work closely with the other Environmental Compliance Specialists, and in close coordination with OCM's federal Environmental Compliance Coordinators (ECCs), to address the NEPA and environmental compliance-related workload related to funds received through the IIJA to support OCM programs and activities and also to serve as an information resource for OCM staff. Specific tasks include, but are not limited to:

Tasks of the The Environmental Compliance Specialist:

" Apply knowledge of laws, regulations, policies, and guidance that affect the NEPA process, including drafting and supporting the development of associated documentation

" Review funding applications and associated tasks or projects, contract actions, Memoranda of Understanding to confirm NEPA and environmental compliance requirements.

" Provide technical assistance to OCM staff and the Environmental Compliance Specialist I, as needed, to clarify required documentation and to address questions regarding consultations with NOAA or other agencies assist staff in adhering to standard procedures established for key environmental statutes.

" Review draft environmental compliance documentation for quality and completeness (e.g., categorical exclusion memos, environmental assessments, consultations, etc.) and provide comments or recommended edits to the ECC to advance NOAA approval.

" Assemble content for and/or assist development of draft and final Environmental Assessments, Environmental Impact Statements and/or programmatic consultation documents, in consultation with the OCM ECCs and other subject matter experts.

Requirements

Minimum Experience. The Environmental Compliance Specialist must have:

" Three (3) years' experience leading development of National Environmental Policy Act (NEPA) and/or environmental compliance documentation, OR a Master's Degree or Ph.D. in a related field plus four (2) years such experience.

" Experience leading development of Environmental Impact Statements (EISs) and/or Environmental Assessments (EAs)

" Three (3) years' experience with NEPA and related environmental and cultural resource compliance reviews, analyses, and preparation or managing the preparation of related environmental documentation.

Minimum Education: Bachelor's degree, or higher, from an accredited college or university with a major directly related in a field of study as related to the requirements of specific task order with emphasis in fisheries, oceanography, social science, natural science, or coastal management/policy.

Additional preferred qualifications include:

" Experience with Section 106 Consultations pursuant to the National Historic Preservation Act, including Tribal Consultations.

" Experience working on Endangered Species Section 7 consultations and Section 305b Essential Fish Habitat Consultations pursuant to the Magnuson Stevens Fishery Conservation Act.

" Knowledge of laws, regulations, policies, and guidance that affect the National Environmental Policy Act process; including National Historic Preservation Act Section 106 consultations with state historic preservation officers and tribal historic preservation officers, Endangered Species Act Section 7 consultations with US Fish & Wildlife Service and National Marine Fisheries Service and Essential Fish Habitat consultations with National Marine Fisheries Service.
