Purpose
The purpose of this Request for Proposal (RFP) is to invite prospective contractors or consulting firms to submit proposals for offering trauma-informed counseling services for LSSNCA’s CARE (Counseling, Access, Referrals, and Education) for Newcomers program. This program is dedicated to delivering client-centered care to asylum-seekers, emphasizing strength-based and solution-focused approaches. Also, this award is subject to successfully obtaining and upholding Department of Homeland Security Clearance (e-QIP), facilitated by the National Background Investigation Bureau.

Background
LSSNCA is a rapidly expanding nonprofit organization providing refugee resettlement and workforce development, youth and family programs, and adoption and foster care services in the Washington, D.C. metropolitan area. LSSNCA has offices in Arbutus, Greenbelt, and Frederick, Maryland; Washington, D.C.; and Fairfax and Woodbridge, Virginia. Founded in 1917 by a group of Lutheran congregations seeking to serve their neighbors after World War I, LSSNCA has shared this legacy of service for over a century. From providing shelter for families during the Great Depression and welcoming refugees displaced during the Vietnam War, to supporting children involved in the foster system, LSSNCA has adapted to meet the changing needs of the communities we serve. Today, we remain committed to our mission as LSSNCA accompanies those in need to foster resiliency, self-sufficiency, and access to opportunities by creating, connecting with, and engaging welcoming communities.
Since January 2020, through its CARE for Newcomers Program, LSSNCA has successfully provided trauma-informed and culturally responsive case management, mental health services, and other psychosocial services to over 2,129 individuals seeking humanitarian immigration relief in the United States. Our CARE team, comprised of a Program Director, Licensed Clinicians, and Program Coordinators, currently administers a fully functional mental health clinic in three locations in D.C., MD, and VA.
The CARE program provides high-quality and culturally appropriate mental health care for diverse immigrant populations. Those services include mental health screening and evaluations; anti-trafficking screening, evaluation, and referrals; trauma-informed individual and family therapy to promote trauma healing; and individual rehabilitation services and support navigating vital social services and community resources. LSSNCA is seeking licensed clinicians to serve as independent contractors.
Scope of Services
LSSNCA is seeking a consulting firm (s) or individual (s) to help LSSNCA provide, and advance trauma-informed behavioral health services. The consultancy will include the following deliverables:
