Reporting to the Associate Director for Quality Assurance, the HSPRS Senior Program Officer for Quality Assurance monitors program outcomes and performance through the LIRS continuous quality improvement process and facilitates strategies employing technical assistance, training, and other inputs to ensure consistent case placement and standards of service provision. Carries out on-site training and workshops on LIRS and ORR policies and procedures as required. Oversees Program Specialists for Data, Monitoring, and Quality and other staff as assigned. Actively liaise between the LIRS monitoring and evaluation team and the field to support and ensure service excellence. Master's degree in social work or related field along with substantial experience required. They closely collaborate with the Assistant Directors for Quality Assurance to ensure the successful implementation of quality assurance and monitoring activities to support high-quality services at LIRS headquarters and partner agencies.
This position can be remote with occasional trips to Baltimore as needed.

DUTIES

  • Provides programmatic leadership and conducts strategic planning, to ensure all Home Study and Post Release Services policies and procedures are consistent across LIRS staff and partners.
  • Provide oversight of Program Specialists for Data, Monitoring, and Quality to ensure that activities and staff are consistent with their adherence to LIRS's and ORR's mission and vision, regulations, structure, policies, and procedures.
  • Manage corrective action plans from sites as necessary and support improvement plans.
  • Compiling quarterly statistical reports to submit to ORR.
  • Assist with writing proposals for existing and new programs.
  • Oversees the continuous quality improvement plan operations including desk and on-site monitoring for all Home Study and Post Release Services providers for compliance with all ORR policies and procedures.
  • Evaluate the data collected during monitoring and write reports to detail the outcomes of the monitoring visits.
  • Other duties as assigned

QUALIFICATIONS

  • A Master's degree in social work or related Behavioral Health Science is required
  • Minimum of 3 years administrative supervisory experience.
  • Experience working with diverse client populations, particularly immigrants and refugees.
  • Experience using ETO preferred.
  • 2 years of progressive experience in federal grant management including sub-recipient monitoring required
  • Experience in nonprofit governance, administration, grants management, and compliance.
  • Excellent writing skills are required.
  • Experience in program development, administration, and budget oversight.
  • Strong analytical and problem-solving skills.
  • Deep commitment to LIRS' core values and ability to model those values in relationships with colleagues and partners.

Special Position Requirements

  • Bilingual in Spanish and English preferred.
  • Must be at least 21 years of age.
  • Must be able to pass an FBI background check as well as a CA/N check for every state in which they have resided in the last five years.
  • Ability and willingness to travel up to 25%.
