Position Description
Lead Financial Manager The Government LFM leads the PEO LS team in coordinating efforts on the part of the PEO members, capturing findings and recommendations, and assisting with the overall implementation of a comprehensive financial management agenda.
Responsibilities
• Obtain access to the accounting systems (e.g., SABRS, ReportNet), PR Builder, EDA,
PBIS, Cerberus, in order to enter data and generate reports.
• Develop or implement financial and business plans to address Management Internal Control
process improvements stemming from preparations for audit reviews or audit findings.
• Coordinate with PEO PMOs the monthly Unliquidated Obligation review and the Quarterly
Review of unliquidated obligations.
• Develop near and long-term financial process improvements and strategies from
independent and team-developed decision support analysis.
• Develop and apply analytical findings to coordinate between contractual and financial
execution of programs.
• Provide acquisition financial management to support PEO program objectives.
• Execute PEO POM Campaign Planning Guidance and strategy.
• Interpret financial data to recognize program risk.
• Evaluate and recommend on cost/benefit of initiatives and efficient use of funds.
• Conduct intensive analysis and evaluations of budgets, as well as other products and
requirements (such as phasing plans) submitted by PM Teams to ensure consistency within
overall PEO objectives to include creating and reviewing budget documentation such as
Procurement Budget Justification Documents (PDOCS), Research Budget Justification
Documents (RDOCs), phasing plans.
• Track PEO program office completion of the Dormant Account Review – Quarterly (DARQ) records via the OSD developed DAR-Q tool, review program office (PMO) submissions
of assigned records, track PMO certification letter completion and gather PEO level DAR-Q
metrics.
• Develop documentation that convey analytical findings to high-level personnel both internal
and external to the PEO.
• Develop and review, as required, financial & program documentation that will be presented
to senior, external stakeholders, such as congressional staffer briefs, program briefs to
Financial Management and Budget (FMB) & OSD (Comptroller) as well as narrative
programmatic documentation (e.g., Brain Books) submitted to higher level HQ with budget
documentation.
