Summary
Lucas Metropolitan Housing seeks a responsible individual for the Housing Choice Voucher Program (HCVP) Housing Assistance Program. Successful candidates will be responsible for landlord outreach, engagement, and educational efforts, that will increase the number of available properties for rent by HCVP participants.
All activities must support Lucas Metropolitan Housing’s (“LMH”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
  • Performs outreach and engagement efforts to include marketing the Housing Choice Voucher Program to apartment complexes, property management companies, realtors, apartment associations, Board of Realtors, and other community partners with an emphasis on recruiting additional property owners. Outreach efforts will include, but are not limited to, cold calls, individual meetings, public meetings and events, site visits, targeted marketing campaigns, and education on the benefits of leasing through the HCVP.
  • Establishes, develops, and strengthens a network of property owners and property managers with potential available apartments/homes for HCVP participants.
  • Hosts landlord education/recruitment sessions and events.
  • Attends HCVP Participant Briefing Sessions.
  • Prepares and delivers presentations about housing resources to staff, current and potential program participants and other service providers.
  • Prepares and delivers orientations to the Section 8 Programs(s) and tenant education workshops (i.e. how to do a housing search, how to be a good tenant, tenant rights and responsibilities, etc.) to participants.
  • Record, track, and disseminate information on identified available housing units.
  • Assist clients in accessing assistance offered by community programs including assistance with security deposits, moving expenses, housing insurance, etc.
  • Keep current with landlord laws, ordinances, and regulations that impact housing.
  • Create and maintain resource guides on local area housing market, local landlords, tenant rights, eviction prevention, financial advice and other topics to assist families in securing and maintaining housing.
  • Attend trainings, workshops, seminars, community events and conferences related to the position.
  • Responsible for maintaining confidential, professional boundaries with all clients.
  • Aid landlords and voucher holders with document submissions.
  • Monitor success rates for retention and recruitment of landlords.
  • Monitor success rates for new client lease ups.
  • Administer funding allocations for the purposes of landlord incentives and housing search assistance.
  • Assist participants and landlords with mediating and resolving conflicts in coordination with Case Managers.
  • Prepare reports and presentations as required.
  • Performs administrative duties to support housing search efforts including maintaining a property owner/manager contact log, generating reports, and developing and using data tracking systems.
  • Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.
  • Performs other duties as assigned.

Education and/or Experience
Associate degree or substantial coursework in Business, Marketing, Human Services or related field. An equivalent combination of education and experience may be considered. Must possess a valid Ohio or Michigan driver’s license and be insurable under the Agency’s plan. Possess the ability to work with a diverse low-income population. Previous experience in housing search efforts is preferred.
Technical Skills
To perform this job successfully, candidates should possess strong writing, reading, and communication skills. Must have basic computer skills.
