Job Description
SUMMARY
An employee in this classification, under the supervision of the Director of Finance or Designee, assists Director of Finance and Assistant Director of Finance by managing and monitoring various financial programs and processes.
SUPERVISORY RESPONSIBILITIES
Supervises and orients individuals assigned to the department.
DUTIES
80%
- Implements, manages and monitors a range of activities relating to fiscal operations which may include:
- Coordinates and maintains Targeted Case Management (TCM) productivity and reporting.
- Generates weekly Ohio Department of Developmental Disabilities (DODD) Data Warehouse Provider Report, Medicaid
Billing Report, Medicaid Administrative Claiming (MAC) quarterly report.
- Generates and prepares the monthly reports for Board financials.
- Prepares and provides payroll reconciliation report.
- Researches issues or concerns and assists with reconciling, monthly reports.
- Prepares and uploads monthly budget owner reports, Service and Support Administration (SSÁ), Board Report and
Special Olympics quarterly reports to SharePoint.
- Generates reports for finance reconciliation.
- Oversees the maintenance and preparation of cost report coding and research.
- Works with and is a liaison to Board departments, Provider Agency, County Auditor, State Departments, Federal
Departments, Independent Auditor, and other County Government Agencies regarding fiscal issues when required.
- Performs sub recipient monitoring of financial operations in conjunction with agency compliance reviews.
- Oversees and maintains the billing for services provided.
- Manages and tracks grant monies.
- Manages and generates financial information and acts as Finance liaison with grant holders.
- Manages and researches errors related to Opportunities for Ohioans with Disabilities (OOD) and transportation billing.
- Ensures payments and receipts are consistent with contracts and agreements.
- Ensures Bank deposits are made timely and ACH wires are posted;
- Reconciles banking transactions when needed.
- Reconciles monthly accounts receivable receipts with QuickBooks.
- Oversees and updates internal controls (processes) as needed.
- Reviews monthly financials including but not limited to payables, receivables, receipts and TCM case notes.
- May research and communicate regarding Payment Authorization Waiver Services (PAWS) discrepancies with
Medicaid Provider, and/or Accounting Specialists.
- May serves as back up to the Medicaid Administrative Claiming (MAC) Coordinator which involves:
- Trains new and existing staff.

- Prepares timely submission of rosters, invoices and annual implementation plan.
- Monitors fiscal activities to ensure compliance with all applicable rules, regulations, laws, policies/procedures, and collective bargaining agreements.

- Attends meetings, seminars and conferences, as required.
- Appraises Director of Finance or designee of problematic situations and makes recommendations for solutions.
- Assists with other fiscal administration as assigned by the Director and/or Assistant Director of Finance.
- Provides support in fiscal audit processes.
- Trains staff when needed on processes.

QUALIFICATIONS, EDUCATION & EXPERIENCE REQUIREMENTS
- Associates degree in Business Administration, Accounting or related field required. and
- Five (5) years of Accounting experience, including two (2) years of experience with basic program applications, database management software and Microsoft Office Suite, and one (1) year supervisory experience
- Experience with a non-profit, or governmental agency preferred.
CERTIFICATION, REGISTRATION AND LICENSURE
TRAINING
Training as required by the Board and DODD.

- Requires own transportation.
MUST BE QUALIFIED TO PERFORM ALL DUTIES AS ASSIGNED TO THIS POSITION.

Job Type: Full-time
Pay: $52,000.00 - $83,000.00 per year
