Louisville Regional Airport Authority is Hiring a Public Safety Officer (Recruit) Near Louisville, KY

General Function: 

This position is for DOD Skill-bridge program participants, criminal justice and fire service, EMS career path individuals who, after employment, will begin cross training to become certified Firefighter/EMT’s and sworn law enforcement officers (Public Safety Officer II) providing public safety services to the Louisville Muhammad Ali International Airport (SDF) and Bowman Field (LOU). This is classified as a CERS Hazardous Duty position. The Louisville Regional Airport Authority is a participant in the CERS retirement system.

 Under general supervision of the Public Safety Captain, Public Safety Officers perform all duties related to airport safety and security, including, but not limited to, structural firefighting, aircraft and rescue (ARFF), emergency medical services, and law enforcement duties as specified by the appropriate federal, state and local authorities for anti-terrorism security. This position provides customer-service, communicates and assists all airport stakeholders, daily. Perform other duties as assigned. This position, while in training, works 40 hours per week and will transition to a normal work schedule of 24 hours on, 48 hours off upon completion of training and receiving a platoon assignment. The Public Safety Officer II works 8-12 hours on police patrol with the remainder of the 24 hour shift in the airport fire station ready to respond to any emergency on airport property.

"This non-exempt position is compensated at an hourly rate that with schedule overtime equates to $46,328 per year, plus state firefighter incentive of $4,300 annually and EMT incentive of $10,0000 annually.”

Major Duties and Responsibilities:

  • Primarily attends daily training academy, receiving instruction in aircraft rescue and firefighting techniques, emergency medical care, physical fitness activities and aviation related learning until promotion to PSOI and PSOII status.
  • Recruit will primarily attend training on site at Louisville Muhammad Ali International Airport with one week of travel to Bluegrass Airport (LEX) in Lexington, KY and 20 weeks of instruction at the Basic Police Academy at the Kentucky Department of Criminal Justice Training (DOCJT) section in Richmond, KY.
  • Performs facility, equipment, and vehicle checks and maintenance to assure facilities, equipment, and vehicles are fully functional. Ability to learn and understand FAR Part 139, TSR Part 1542, KY Penal Code, and all other applicable federal, state, and local rules, regulations, standards, and requirements for aviation public safety. 
  • Ability to learn and understand the practices and principles of airport administration, operations, security, and public safety.
  • Under supervision, a Public Safety Officer Recruit is expected to:
    1. Be punctual and on time to daily scheduled training, prepared to give 110%
    2. Participate in daily physical fitness schedule
    3. Attend one 40 hour week of Aircraft Rescue Firefighting training at Bluegrass Airport in Lexington, KY.
    4. Be prepared to report to the Kentucky Department of Criminal Justice Training in Richmond, KY to attend a 20 week basic police academy with rigorous physical fitness, academic and skill based learning.

Major Duties and Responsibilities upon promotion from recruit status:

  • Monitors radio, pager, and phones for calls for service and responds to aircraft, structural, HAZMAT, EMS, Law Enforcement and all other requests as directed.
  • Proactively patrols the airport providing public safety visibility and takes appropriate action when needed.
  • Conducts criminal investigation, arrests within the scope of Kentucky criminal law and attends court proceedings.
  • Conducts recurrent training as determined by department leadership on subjects in all disciplines, including law enforcement, firefighting, EMS, and FAA Part 139. 
  • Good English language skills, including speaking, spelling, punctuation, and grammar. Must have the ability to prepare and deliver effective oral and written reports and presentations.
  • Ability to maintain positive working relationships with airport tenants, employees, stakeholders, and guests providing a high level of customer service in response to questions and inquiries. 
  • Ensure that all airport operations comply with FAR Part 139, TSR Part 1542, Airport Security Program (ASP), Authority’s Rules and Regulations, and other applicable federal, state, and local statutes and regulations.
  • Conduct identification media checks and audits, complete checks of physical security access points, maintain random patrols of security areas, and assist Airport Operations as requested.
  • Respond to emergency and non-emergency related incidents upon request and properly document the occurrence.

Employment Qualifications:

  • Must be at least 21 years of age and a citizen of the United States.
  • Must have a high school diploma or equivalent.
  • Must pass pre-employment physical/stress and medical examinations. 
  • Must not have been convicted of a felony or have any criminal actions actively being prosecuted.
  • Must be vaccinated for Hepatitis B, have provided evidence of immunity, or have signed a declination form within ten (10) days of initial assignment.
  • Must pass initial and semi-annual physical fitness test to maintain employment.
  • Ability to successfully complete the DOCJT Peace Officer Professional Standards (POPS) hiring standards. 
  • Maintain annual firearm qualifications and other recurrent training standards required by regulation and law.
  • Firefighting and EMS training or related military occupation experience preferred.
  • Outstanding interpersonal, communication and customer service skills.
  • Proficient in using computers and records management systems.

Physical/Environmental Requirements

This position is classified as “heavy” to “very heavy” work in accordance with the Americans with Disabilities Act. This position requires the ability to work in inclement weather; extreme heat and cold on occasion and ability to work in confined spaces and/or high spaces; climbing ladders, scaffolding, etc. This position is subject to: work with exposure to toxic chemicals on occasion and noxious chemicals on a regular basis; occasional exposure to blood borne pathogens or bodily fluids and extreme noise and hazards such as proximity to moving or mechanical parts, moving vehicles, electric current, etc. Physical demands are in excess of those for sedentary work; must be able to remain on feet for periods of time, stoop, kneel, crouch, lift, carry, push, pull, climb, balance, walk and/or run. Must be physically fit and be able to defend oneself from attack or physical assault. Must be able to retrain, lift and/or carry adults of varying weights.

Special Requirements

Must have a valid driver's license, pass random drug screenings, and pass background investigation which may include: a polygraph, criminal, open records and credit checks (prior to employment). Maintain eligibility for a security access badge in accordance with the Authority’s Airport Security Plan.
