Job Summary

Assists the Chief Engineer and Engineering Technical Services Director on all matters related to the planning, design and construction of the community’s water quality treatment centers (WQTCs), sanitary collection/conveyance, stormwater drainage and flood control systems. Oversees the capital project construction activities and develops performance metrics to deliver the Capital Improvement Program (CIP) on schedule and within the Board-approved budget. Manages the District’s construction inspection program. Manages the administration of the District’s design-build program. Oversees all construction related guidelines and directives as it relates to the construction of new assets and the rehabilitation or replacement of existing assets. Collaborates in the CIP project planning and assists in the implementation of all aspects of engineering design and construction activities to ensure engineering projects, initiatives and processes are in conformance with organization’s established policies and objectives. Implements and monitors spending of the department’s operating budget and the organization’s capital budget. Oversees procuring, negotiating and presenting professional service agreements and construction contracts to MSD Executive Management and Board for implementation of the department’s administrative tasks, professional services, existing infrastructure renewals and new construction activities as related to the CIP. Collaborates with the Legal Division to ensure construction contracts and initiatives (such as easement and property acquisition), that are necessary to build and renew capital infrastructure, are completed in the best interest of the District. Collaborates with other departments on construction means and methods to ensure assets are constructed in accordance with all applicable laws and regulation. Collaborates with other Directors and Chiefs in carrying out MSD’s mission and strategic plan.

Essential Job Functions

Protects the organization’s assets and internal/external reputation by providing high quality services, and meeting community and regulatory commitments. Ensures consideration of stakeholder impact and response, along with the regulatory framework, when making critical decisions. Oversees professional services and contractor performance monitoring. Oversees the management, planning and performance monitoring of the construction inspection program and construction activities to ensure regulatory compliance. Oversees the management, planning and performance monitoring of the design-build program. Assists the Chief Operations Officer with construction activities and/or facility modifications to correct condition or potential performance deficiencies that affect regulatory compliance or customer service performance standards. Assists the Engineering Technical Services Director with resource allocation planning and implementation for new initiatives, review of new technologies and redirection of the overall facilities capital and operating programs as necessary to adjust for resource and technology limitations. Assists with financial management by providing capital program controls reporting and cash flow forecasting. Collaborates on district-wide efforts relating to engineering design and construction programs, including local/state/federal permitting, construction inspection and regulatory compliance. Establishes and oversees the enforcement of design and construction standards, details and specifications for public stormwater and wastewater infrastructure. Ensures all design and construction activities meet the long-term operations needs of the District. Oversees efforts regarding professional services and construction contract development, maintenance and implementation. Oversees dispute resolution of design and construction projects and provides recommendations to Executive Management. Provides technical consultation and assistance to management. Establishes and maintains the vision, mission and values of the organization and the division/department. Manages inter/intra divisional/departmental conflicts when they arise. Articulates the high standards of performance desired. Establishes production goals and work quality standards. Oversees the development and administration of staff assignments and work plans. Collaborates with the Engineering Technical Services Director on department-wide hiring, discipline and termination recommendations. Administers department-wide succession planning, and development and implementation of staff Individual Development Plans. Coaches and mentors staff. Ensures staff receives required safety training and complies with and works in a safe manner. Administers the development of operating and capital budgets for program delivery. Oversees procurement and contract negotiations for the department. Represents the Engineering Division to other departments, elected officials, outside agencies, the development community and the general public. Communicates and partners with elected officials to resolve sanitary, drainage, and flood protection concerns of their constituents to Board-approved service levels. Communicates and partners with other utilities and government agencies, including LWC and Louisville Metro, to ensure capital improvements are coordinated with their infrastructure improvements and to look for opportunities to partner on projects to save resources, enhance community economic development opportunities or identify new markets for MSD services. Ensures staff compliance with departmental appropriate records management procedures to ensure compliance with the creation, receipt, classification, maintenance, storage, destruction, and disposal of department records, documents, and related information as required by MSD policies/procedures and the federal, state and local ordinances, regulations, permits, and consent orders governing the work being performed.

Knowledge, Skills and Abilities Necessary to the Work

Knowledge of engineering principles and techniques; knowledge of design, construction and operation of wastewater collection systems, inland drainage, and flood protection structure/facilities; knowledge of stormwater, wastewater, and flood protection principles and practices; knowledge of hydraulic and hydrologic modeling, including water quality data based models; knowledge of MSD procedures and methods; knowledge of CWA/EPA, DOW, FEMA, and USACE regulations pertaining to municipal wastewater, stormwater, and flood protection infrastructure, along with Louisville Metro regulatory and permitting requirements; knowledge of general management and supervisory techniques and principles; skill in analytical process development; skill in oral and written communication; skill in technical writing; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in exercising tact and diplomacy; ability to articulate and communicate program principles to the public; ability to exercise judgment and discretion; ability to research problems and initiate solutions; ability to gather, analyze and interpret data; ability to read engineering drawings; ability to maintain accurate records; ability to manage multiple priorities; ability to plan and organize work effectively; ability to supervise a diverse workforce; ability to work under heavy surges in workload and deadline pressure; ability to be courteous and helpful under pressure.

Minimum Requirements

Bachelor Degree from an ABET accredited engineering program. Must possess a Kentucky Professional Engineer’s License (or ability to obtain through state reciprocity within 6 months) and eight or more years of related stormwater/wastewater engineering experience and project management post attainment of a Professional Engineer’s License. Five or more years of management experience. Must possess a valid driver’s license. Must have safe work and driving habits.
