Los Rios Community College District is Hiring a Director (VII) of Employer Partnership for Energy Construction and Utilities Near Sacramento, CA

Under the direction of the Associate Vice President of Instruction Economic and Workforce Development at Cosumnes River College and the North Far North Consortium, the Director of Employer Partnership (DEP) for Energy, Construction and Utilities (ECU) will work to accomplish three main goals:
1) increase work-based learning opportunities for students,
2) increase job placements of program completers and
3) improve responsiveness to employers.
The DEP for ECU proactively recruits and connects employers to their local community colleges in the North sub-region, which includes the four Los Rios Colleges, Yuba College, Woodland Community College, Sierra College, and Lake Tahoe Community College. The DEP for ECU creates employer pathway partnerships for workforce development and job placement to respond to employer needs.
Working directly with employers, the DEP for ECU will create opportunities for work-based learning such as job shadows, classroom presentations, internships, and apprenticeships; convene advisory boards to promote industry-requested program development; market the colleges’ career education programs and help employers connect with key campus stakeholders; support case managing program graduates to ensure job placement; work with employer’s human resources departments to determine upcoming job openings; streamline processes for employer engagement with community college students and career education personnel.
The DEP for ECU works with the other North Far North DEPs to share best practices, provide sector-specific expertise, collaborate on projects, seek technology solutions that create work efficiencies and market programs, and leverage resources to scale projects that contribute to the accomplishment of the three main goals.
The DEP for ECU works with other Key Talent in the North Far North, including K-14 technical assistance providers, K-12 Pathway Coordinators, Guided Pathways Coordinators, and the Center of Excellence to accomplish the three main goals. The DEP for ECU works with key constituents from the Coordinating Council to respond to workforce training needs, increase students’ opportunities for employer engagement and learning, and increase job placement for our students.
The successful DEP for ECU candidate demonstrates knowledge, skills, and abilities in a growth mindset, relationship building, project management, industry experience, communication facilitation, grant work plan writing and execution, and outcomes orientation. The DEP for ECU demonstrates behaviors and practices that support diversity, equity, and inclusion.

Assignment Responsibilities
Typical duties include, but not limited to:
Increase Work-based Learning Opportunities
  • Developing a strategic work plan with specific objectives and measurable outcomes related to increasing work-based learning experiences for community college students.
  • Recruiting employers to provide paid internships and jobs, especially for disproportionately impacted (DI) communities.
  • Recruiting employers for work-based learning activities, such as tours, classroom presentations, and class activities; connect these resources to faculty.
Increase Job Placement
  • Developing a strategic work plan with specific objectives and measurable outcomes related to job placement in careers aligned with existing and/or developing community college programs.
  • Referring and supporting employers to post jobs on college job search platforms (i.e., Handshake, College Central, etc.).
  • Connecting with College Career Centers and faculty to recruit students to apply for the positions with a focus on DI populations.
  • Working with college faculty and administration to identify upcoming program graduates and align local job openings.
  • Leveraging resources to assist in the case management of program graduates; ensure seamless job placement.
  • Connecting with employers during and after the internships/jobs to address issues, identify areas for improvement, and bring them back to the college programs.
  • Following up with employers to track the number of internships/jobs filled by community college students.
Improve Responsiveness to Employers
  • Developing a strategic work plan with specific objectives and measurable outcomes for improving employer responsiveness related to program development and talent recruitment.
  • Being responsive to employers through developing and/or supporting contract education, apprenticeship programs, incumbent work training, and advisory committee formation, among other methods.
  • Tracking outcomes of work-based learning provided, job placement, and responsiveness to employers and provide monthly progress/status reports to the consortium.
    Perform other duties as assigned.

Special Requirements
Minimum Qualifications
  • Have a bachelor’s degree from an accredited institution completed by July 1, 2024.
  • Have one year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
  • Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
