The Health Policy Analyst Sr will support comprehensive health policy analysis and scholarship within Loma Linda University Institute for Health Policy and Leadership (IHPL) and other associated stakeholders. Monitors, reviews, summarizes, researches and leads the publication and external dissemination of scholarly papers on emerging healthcare policy and regulations. Is responsible for identifying and communicating emerging trends and developments on State and Federal legislation, proposed regulation, budget and health reform proposals, including reports on issues affecting Medicaid, Medicare, and commercial health insurance, and tools and approaches impacting health care delivery. Identifies potential funding opportunities and develop competitive grant proposals to support the work of IHPL. Provides administrative support to include coordinating multiple projects from inception to completion, utilizing electronic systems/applications as required for preparing spread sheets, statistical grids, Power Point presentations and others as necessary to the position. Performs other duties as needed.

Master's Degree in Public Health, Public Policy, Business, Health Administration or related field required; preferably in Health Policy, Social Policy, Public Policy, or economics. Minimum four years of experience in health care policy or related public policy required. Valid Driver's License required at time of hire.

Experience in analysis of complex legislative and regulatory language required. Strong understanding of hospitals or health systems and the relevant regulatory framework in which they operate, as well as familiarity with emerging regulatory requirements related to the Affordable Care Act and Medicare and Medicaid required. Understanding and identifying appropriate funding mechanisms and submitting competitive grant applications required. Able to read; write legibly; excellent written and oral communication skills, with a demonstrated ability to communicate clearly with executive audiences concerning complex and technical issues; use computer, printer and software programs necessary to the position (e.g., Word, Excel, Outlook, PowerPoint). Able to relate and communicate positively, effectively and professionally with others; a creative thinker who works well as part of a team; be assertive and consistent in following policies; capable of developing and maintaining relationships with a wide variety of policy makers, stakeholders and constituencies; work calmly and respond courteously when under pressure; collaborate; accept direction. Able to communicate effectively in English in person, in writing and on the telephone; think critically; work independently with minimal supervision; perform basic math functions; manage multiple assignments effectively; work well under pressure and in a fast-paced environment; problem solve; organize and prioritize workload; recall information with accuracy; pay close attention to detail. Able to meet deadlines and other pressures; pursue accounting problems to an accurate solution in an efficient manner; analyze data and draw conclusions; problem solve. Able to distinguish colors as necessary; hear sufficiently for general conversation in person and on the telephone, and identify and distinguish various sounds associated with the workplace; see adequately to read computer screens, and written documents necessary to the position.
