Little Rock Water Reclamation Authority is Hiring a Chief Operations Officer Near Little Rock, AR

POSITION OVERVIEW: Responsible for overseeing the policies and procedures for the following divisions of the utility that support daily operations: Engineering Services; Facilities Asset Management; and Operations/Treatment Plants. Works closely with the Directors and supervisory personnel of these divisions.
LEVEL OF SUPERVISION RECEIVED: Minimal
TOTAL POSITIONS SUPERVISED:
Directly: Three (3) Directors: Engineering; Operations/ Treatment Plants; and Facilities Asset Management
Indirectly: Seventy-five (75) employees: Engineering (23); Operations/Treatment Plants (23); and Facilities Asset Management (29).PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
  • Assists the CEO with overall management in the noted areas of operations.
  • Directs the preparation of short-term and long-range plans and budgets based on the utility’s goals and growth activities.
  • Advises the Director of Engineering Services regarding capital project scheduling, funding, and construction delivery method options for optimal success.
  • Advises the Director of Operations/Treatment Plants on strategies related to regulatory compliance and long-range planning.
  • Advises the Director of Facilities Asset Management on identification of capital projects, operational reliability goals and expectations, and preventative maintenance strategies.
  • Develops and implements procedures and controls that promote communication and adequate information flows within divisions.
  • Supervises and directs the division Directors and other personnel.
  • Keeps the Senior Leadership team informed about key regulatory and operational issues and concerns.
  • Monitors, evaluates, analyzes, and communicates overall operational activities to Senior Leadership team.
  • Assists reporting Directors with the development and implementation of safety practices and guidelines required to provide a safe working environment for all employees.
  • Works cooperatively with groups and individuals including the City of Little Rock Mayor, City Manager, Little Rock Board of Directors, the public, and civic or regulatory groups.
  • Develops and implements programs that meet the utility’s goals and objectives.
  • Establishes operating policies consistent with the CEO’s directives and objectives and ensures execution.
  • Ensures all activities are carried out in compliance with local, state, and federal regulations and laws governing business operations.
  • Follows established work procedures and practices.
  • Undertakes any reasonable request within capabilities.
QUALIFICATIONS & SKILLS: Required:
  • B.S. degree in engineering or related scientific field.
  • Licensed Professional Engineer (P.E.). 
  • Ten (10) years of engineering/operations experience.
  • Six (6) years of management or supervisory experience. Preferably as a senior level manager in a water or wastewater utility of comparable size and complexity.
  • A valid Arkansas driver’s license.
  • Knowledge of: 
    • Principles, regulations, and process for wastewater treatment and collection.
    • Capital Project planning, design, and delivery.
    • Construction administration.
    • Water/wastewater regulations and permitting. 
    • Computers using Windows-based word processing software. Knowledge of spreadsheet and database applications a plus.
Ability to: 
  • Be a dynamic, strategic, and collaborative leader. 
  • Schedule tasks from various other departments as required to meet deadlines.
  • Communicate effectively, both orally and in writing, with government agencies, consulting engineers, contractors, and the public.
  • Prepare clear, concise reports.
  • Make presentations to staff, regulatory agencies, city officials, the Little Rock Water Reclamation Commission, and the public, as required.
  • Document programs and procedures.
  • Schedule projects and meet deadlines.
  • Supervise, communicate, and motivate multiple Directors simultaneously.
  • Make timely decisions required to lead multiple departments of utility operations.
  • Think clearly under stressful situations.
  • Be a collaborative, engaged member of the Senior Leadership Team.
This position has been evaluated as to whether a momentary lapse of attention may result in grave and immediate danger to the employee, coworkers, or the public. If the designation is yes, the Arkansas Medical Marijuana Act (AMMA) of 2016 will govern working conditions. If no, the AMMA will not apply to the position.
Relocation to central Arkansas within 60 days of offer acceptance is required. Relocation assistance may be considered.
