We are looking for a dynamic Human Resources Consultant to join our team in the Talent Acquisition and Workforce Development Division of State Civil Service (SCS), which works to uphold the Constitutional authority (Article X, Section 10) granted to the SCS Commission, by ensuring Louisiana maintains uniformity within the State classified workforce.

The Talent Acquisition and Workforce Development Division (TAWD) is responsible for acting as a resource to state agencies as it relates to recruiting and sourcing talent through job posting branding, talent assessment tools and efficient use of the applicant tracking system. The mission of TAWD is to ignite a passion for state service by transforming recruitment, modernizing the applicant experience, and developing workforce solutions grounded in competency-based strategies to strengthen connections and encourage engagement between job seekers and state employers.

The selected applicant for this position may be eligible to telework (1) days a week.

This position will play a key role in driving initiatives that enhance the skills, knowledge, and performance of the state workforce. With the recently implemented SCS Hiring Framework, this position will provide consultation services to agencies on best practices for competency-based hiring strategies, collaborate with team members to evaluate data analytics, and actively engage in learning the value of quality improvement techniques. Incumbents will be expected to build strong relationships with agencies at all levels to foster trust and accountability, ensuring that workforce development needs are met in a timely manner with the highest level of customer service.

HR Consultant A - $19.30/hour

HR Consultant B - $20.65/hour

HR Consultant C - $22.82/hour

HR Consultant Specialist - $24.42/hour

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from an accredited college or university.
