Primary Position Objectives
Provides direct oversight of Job Corps outreach and admissions staff in compliance with corporate and U.S. Department of Labor (DOL) policies and requirements. Ensures that the Job Corps program maintains a positive public image, strong community and employer partnerships, a pool of eligible and committed applicants, and full utilization of Job Corps training opportunities at assigned Centers.

Administration
Procedures
  • Assists in recruitment, hiring, training, coaching, managing performance/evaluations, and progressive discipline in collaboration with corporate HR and direct supervisor.
  • Assists in the development and administration of standard operating plans and procedures.
  • Develops and implements staff work schedules and coordinates daily assignments and activities of staff.
  • Ensures full execution of established safety, security, quality, and operations policies, procedures, and practices.
  • Assists in the development and implementation of the outreach/public education plan to achieve and maintain overall design capacity and describes public education and outreach methods, activities, events, and linkages.
  • Coordinates and conducts outreach, recruitment, eligibility determination, and admissions functions.
  • Assesses, verifies, and documents applicant eligibility for the Job Corps program. Ensures all applicants meet DOL eligibility criteria prior to assignment.
  • Ensures background checks are conducted on each applicant to determine whether the applicant should be considered for enrollment. Assures the applicant’s educational and training needs can best be met through the Job Corps program.
  • Encourages applicants to provide information relating to their health needs. Forwards the applicant’s information to the assigned Job Corps Center for final review. Ensures that the application folder is complete and contains all required documentation upon arrival at the Center. Ensures applicants that are denied enrollment are notified of the negative determination and provides a clear, documented explanation for the determination. Ensures applicants denied enrollment receive a referral to an appropriate One-Stop Center, or other training/educational resource in their home community.
  • Administers systems to assign eligible applicants to available training slots in accordance with contract goals, Center needs, and applicant interest. Ensures each applicant is provided specific and current information about the Center of assignment; including location, rules, career technical training waiting lists, and program expectations. Accurately projects arrival needs through collaboration with assigned Job Corps Center staff and issues arrival orders in accordance with Regional Office policy. Schedules timely assignment in accordance to the DOL NEAP. Provides timely travel authorization and arrival information to ACs and other appropriate parties as required.
  • Ensures each applicant is notified of his or her assignment date and the process for departure and ensures the applicants are accompanied to scheduled departure site or arrange for another responsible escort, and sees that the applicant departs safely as scheduled.
  • Conducts and documents quality and program integrity controls of student folders and all related information with emphasis on Essential Admissions Requirements (EAR) for determining enrollment eligibility.
  • Conducts and documents self-assessments and takes action necessary to improve overall contract performance.
  • Prepares, submits, and analyzes a variety of qualitative, quantitative and narrative reports in accordance with specified requirements and as prescribed.
  • Conducts and/or participates in corporate and DOL mandated training.
  • Performs other duties as assigned within scope and capabilities.
  • Provide oversite for the Career Transition Services Contract.
  • Verify and approve all student placements in accordance with the PRH.
  • Conduct audits of required placement documents and eFolder to ensure compliance.
  • Meet student placement goals and expectations as set by DOL.
Marketing
  • Works cooperatively with schools, social service agencies, Youth Opportunity Grantees, One-Stop centers, youth councils, youth programs other employment and training programs, National Training Contractors (NTCs), NJCA members, state vocational rehabilitation agencies, associations, and other appropriate organizations to promote referral of applicants who are eligible to participate in the Job Corps program. Establishes working relationships and partnerships, including membership where appropriate, with One-Stop Centers, state and local workforce investment boards, youth councils that operate as part of local boards, and other local employment and training programs for youth.
  • Assists in the development and implementation of the media advertising plan.

Experience
Four years’ experience working with youth.
One-year experience in project management, Job Corps OA project management experience preferred.
Education
Bachelor’s degree in human services, psychology, counseling, education, social science, business, communications, or closely related field; or
Associate’s degree in human services, psychology, counseling, education, social science, communications, or closely related field.
Certificates, Licenses, Registrations
Valid State Driver’s License with acceptable driving record.
