Summary
The Office of Pre-Release and Testing is looking for an individual to serve as the Deputy Assistant Director. As the Deputy Assistant Director, you will be responsible for the full range of diagnostic, drug testing release services that support the process of transitioning defendants onto pretrial supervision. Duties
As a Supervisory Pretrial Services Officer (Deputy Assistant Director of Pre-Release and Testing), you will:
1. Direct daily operations of all defendant engagement and court support functions, including prerelease screening and risk assessment, drug testing specimen collection, defendant supervision, and courtroom support for persons awaiting trial in D.C. Superior Court and United States Court for the District of Columbia.
2. Develop and implement evidence-based and data-driven approaches to maximizing defendant success, with a specific focus on ensuring compliance with court-ordered conditions of release, maximizing court appearance and minimizing rearrest during the pretrial period.
3. Manage acquisition projects for the office, including identification of needs, development of requirements, evaluation of purchasing options, and management of contracts for services related to defendant supervision.
4. Ensure the use of appropriate technology within the office by identifying areas for new or revised applications or systems and working with the Office of Information Technology to develop technology solutions for operational programs.
5. Participate with senior agency leadership in developing goals, objectives, and strategic and operating plans, ensuring that they are consistent with PSA goals and with court and other key stakeholder priorities.
6. Represent senior agency leadership and PSA with internal and external stakeholders, including judicial officers, court personnel, attorneys, law enforcement officers, government partners and community-based service providers.
7. Manage and direct the evaluation of all office programs to determine effectiveness, ensure strategic alignment and quality of services, and fidelity to policy and established business processes.
8. Manage through subordinate units a staff of professionals engaged in a variety of criminal justice-related duties, ensuring adherence to affirmative action and all equal employment opportunity requirements. Foster a productive working environment by identifying and providing adequate training and career development opportunities for staff at all levels. Establish and maintain an effective working relationship the labor union(s) representing PSA employees.

This is a secondary law enforcement position for eligible applicants.
This position is designated as a secondary law enforcement position for purposes of law enforcement retirement provisions. Only candidates who have at least 3 years of current federal services in primary law enforcement officer positions OR current federal service in a secondary law enforcement position are eligible for law enforcement retirement coverage while occupying this position. Candidates who do not have the required service under federal law enforcement retirement provisions will be expected to sign a statement acknowledging that he/she will not be covered by law enforcement retirement.
Bargaining Unit Status and Chapter: Not Covered, AFGE Local 1456
This position is covered under the Confidential Financial system and all applicants will have to complete the OGE-450 form.
Conditions of Employment

Qualifications
To qualify for this position, you must meet the basic professional requirements, and specialized experience requirement below.
Basic Professional Requirements : Degree in behavioral or social sciences or related disciplines appropriate to the position;
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;
OR Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;
AND
Specialized Experience : To qualify at the GS-15 level, you must have at least one year of specialized experience that equipped you with the skills to perform the duties. Specialized experience is defined as professional work experience in leading, directing, managing and implementing case management strategies and policies for complex criminal justice or human services programs and experience coaching and developing supervisory level staff. In addition, supervisory experience includes assigning work, providing technical oversight, developing performance plans, evaluating/appraising performance, attracting new talent, taking disciplinary measures, ensuring EEO implementation, and facilitating professional development for a workforce.
NOTE : Your resume must clearly show the specialized experience related to this position. Failure to demonstrate how you possess the experience requirements will result in an "Ineligible" rating.
