Lee Andrews Group is Hiring an Assistant Program Safety Manager Near Los Angeles, CA

POSITION DESCRIPTION SUMMARY:

The Assistant Program Safety Manager works with contractors, LAWA inspection, the Project Management Team, and others to ensure assigned projects are implementing effective safety programs and meeting the requirements of the contract documents with regards to safety and security requirements. The Assistant Program Safety Manager may be assigned to assist the Program Safety Manager in managing the Safety Team and the Safety Program as directed by the Program Safety Manager.

ESSENTIAL JOB DUTIES:

  • Directly supervises Project Safety Managers

o Applies supervisory principles and techniques in building and maintaining an effective work force

o Monitors, coordinates, and controls the activities of the PSMs

o Ensures consistency in the application of the LAWA CSPR and other safety & security regulations and requirements throughout the program

o Evaluates workloads and assignments to make necessary adjustments as needed and in consultation with the Program Safety Manager

o Reviews weekly safety reports

o Reviews entries to the incident log

o Walks projects with PSMs on a regular recurring basis

o Reviews observations and THA reviews made by PSMs

o Reviews project monthly metric reports with PSMs

o Provides PSM evaluations on a regular and recurring basis

  • Assigned as member and or co-chair to The Development Group Construction Safety Advisory Council.
  • Work with PSMs, Contractor Safety Team, LAWA Inspection Team, Project Team, and others to ensure assigned projects are implementing effective safety programs.
  • May be assigned projects as the Project Safety Manager.
  • Meet with LAWA inspection on a regular and recurring basis to ensure consistency in application of the LAWA CSPR.
  • Review written Safety Plans and verify results of safety performance and compliance in the field on an ongoing basis to evaluate the effectiveness of the program.
  • Ensure PSMs are assisting the Project/Construction Manager to verify that contractors comply with written documentation requirements including weekly “toolbox” meetings, new employee orientation, daily safety inspection reports, any accident/incident and related investigation reports, provision of “competent” or authorized persons documentation including training records and Job Hazard Analysis (JHAs).
  • Attend Project Progress and Project Safety Committee meetings as directed by the Program Safety Manager to monitor the ongoing safety effort of the Construction Manager and contractor.
  • Attend and participate in the Monthly All-Hands Safety Meeting to discuss general program safety concerns and successes as well as present updates and information on safety regulations and requirements including a monthly training program component on relevant safety subject matter.
  • Coordinate with management to promote the proactive and behavior based TDG Safety Program both internally and externally (e.g., National Safety Council, trade and professional organizations, etc.) and to bring positive publicity to the program and TDG.
  • Contribute to the advancement of The Development Group’s goals through commitment to productive collaboration with all stakeholders.
  • Provide 10/30-hour Cal OSHA training.
  • Writing and disseminating weekly safety reports for each assigned projects.
  • Providing observations and THA audits through the “LAWA safety observation” platform.

HARDWARE/SOFTWARE KNOWLEDGE:

  • Microsoft Office Suite and Adobe Acrobat Pro software is required
  • Large-scale construction management type software such as PM Web, Prolog, etc. is preferred

PROFESSIONAL EXPERIENCE LEVEL/OTHER QUALIFICATIONS:

  • Supervisory experience of other safety professionals
  • Ability to multi-task and prioritize competing responsibilities
  • 5 years of verifiable professional safety experience on heavy construction projects, preferably in an aviation environment
  • Excellent verbal and written communication skills (Bi-lingual a plus)
  • Ability to work weekends, nights, and multiple shifts as necessary
  • Solid people skills with professional demeanor
  • Authorized in OSHA Outreach Construction Training (Both OSHA 500 and 5109) within 6 months of hire.
  • Demonstrated ability to effectively communicate safety policies and practices.
  • Must have analytical reasoning and problem solving capabilities
  • Must be able to write reports based on safety observations, incorporate photos, and distribute
  • Balanced approach to technical, business and people aspects of business

EDUCATION/TRAINING:

  • High school diploma (or equivalent)
  • Board of Certified Safety Professional (BCSP) Construction Health and Safety Technician (CHST),
  • Associate Safety Professional (ASP), Certified Safety Professional (CSP), or Certified Safety Manager

NOTES:

  • May assume other duties as required/needed
  • Maybe required to work past regular work shift if needed
  • Maybe required to work various shifts as needed

KEY PERFORMANCE INDICATORS:

  • Project walks with PSMs, inspection, and others per week
  • Quality of PSM Weekly Safety Reports, Observations, submittal reviews and or feedback provided
  • Continuing education/training completed
  • Timeliness in reviewing PSM reports
  • Engagement with project team

o Regular and recurring communication

o Effectively addressing safety concerns

o Escalating concerns as necessary
