The County Emergency Medical Services (EMS) Program provides oversight, regulation, and coordination between the County's Ambulance Provider, Fire Medical First Response, Hospital and Healthcare Systems, and other agency and individual participants. The program is specifically responsible for system design policy recommendations. This position will actively be engaged in all aspects of EMS system design and coordination. They will work in partnership with a designated contractor and key stakeholders to assure the assessment, development, maintenance, and implementation of the county's Ambulance Service Plan (ASP). The EMS System Design Coordinator is actively engaged in developing, implementing and monitoring EMS related County Ordinances and Administrative Rules, and is key to supporting the County's administration of the EMS system through the Request For Proposal (RFP), and the subsequent bidding, award, and implementation processes
As the EMS System Design Coordinator , you will:
  • Assess, design, develop, implement, and maintain the County's Ambulance Service Plan (ASP), resulting Request For Proposal (RFP) and updates or changes to EMS related Administrative Rules and Ordinances.
  • Serve as the subject matter expert and contact for this program and process; meet with key providers, stakeholders and decision-makers.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; develop panel processes, work plans and conduct processes.
  • Provide project coordination and management with external consultants and MCEMS.
  • Lead meetings and coordinate work with contracted outside consultants; conduct and summarize large survey results; provide ongoing communication to stakeholders.
  • Develop presentations, and project summaries for providers and senior leadership.
  • Lead associated clinical quality metrics work including meetings, communications with staff and external stakeholders; report on EMS system assessment, design, performance, and findings.
  • Lead the planning and implementation of projects; develop master project plans; facilitate project scope, goals, milestones, and deliverables; plan and schedule project timelines.
  • Facilitate direct engagement and contractor engagement with county staff, key decision-makers, private and public providers, regional hospitals, insurance interests, the medical community, communication centers, and community and political stakeholders.
  • Ensure effective planning, development and coordination efforts between agencies, providers, other jurisdictions and/or community groups.
  • Coordinate planning teams as needed; coordinate, participate and facilitate routine and ad hoc meetings to assure system quality and facilitate system strategic planning.
  • Respond to and resolve confidential and sensitive inquiries; provide expert guidance to other departments, the general public and/or outside agencies.
  • Act as representative on committees, interagency task forces, special projects, and other community outreach/education events or meetings as assigned.
  • May serve as the primary spokesperson for the program.

TO QUALIFY:

Minimum Qualifications/Transferable Skills*:
  • Education/ training equivalent to a bachelor's degree.
  • Three (3) to six (6) years of relevant experience that demonstrates the ability to perform the duties of the position.
  • Must have current Oregon licensure and experience as an Emergency Medical Services (EMS) Provider, per ORS 682.025(11) and (12).
  • Must be able to pass a background check.
Preferred Qualifications/ Transferable Skills* : You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.
  • Experience in ambulance transport
  • Experience in public safety such as firefighter, police officer, EMD, or other relevant work associated with DPSST
