Position Type: Licensed
Hours/FTE: 1.0 FTE
Salary: Placement according to current salary schedule at date of hiring
Contract Status: Regular/Probationary
Start Date: Mutually agreed date upon hire
Calendar: Based on district assignment

TITLE: Specialist, Migrant Education Program

POSITION PURPOSE:
This position is responsible for the day-to-day implementation of the Region 28 Migrant Education Program grant and provides assistance to the supervisor in planning and organizing servies.

PRIMARY DUTIES AND ACCOUNTABILITIES:
In addition to meeting the standards established for the position, each incumbent has the following primary duties and accountabilities:
  1. Coordinates implementation of Region 28 Migrant Education Program grant.
  2. Assist with oversight of grant budgets and related activities, including maintaining knowledge of reporting requirements and deadlines.
  3. Complete annual MEP grant application and reporting requirements.
  4. Support districts in implementation of Integrated Guidance plans to support Migrant Education students.
  5. Maintain knowledge and skills related to current research (PreK-Grade 12), effective practices related to social emotional learning, culturally responsive instructional practices, and trauma informed services.
  6. Establish and maintain relationships with early childhood programs, school districts, higher education and other key community groups and partners to leverage resources and avoid duplication of efforts.
  7. Coordinate and support the identification and development of resources, including community partnerships and grants to maintain or enhance Migrant Education programs/services.
  8. Delegate, direct, and monitor activities of program staff, including summer program staff.
  9. Assist in planning summer school programs and activities.
  10. Prepare and submit written reports as assigned.
  11. Perform such other duties as may be assigned.
KNOWLEDGE/SKILL/TRAINING:
  1. Valid Oregon Teacher Standards and Practices Commission required. Consideration will be given for an alternative combination of training, experience and certifications applicable to the position.
  2. Excellent oral and written communication skills (in English and Spanish), strong organizational skills, and proven skills in working harmoniously, collaboratively, and productively in a team environment while building consensus among diverse groups. 
  3. Bachelors degree in education, social services, or related field. Masters Degree preferred.
  4. Three years experience as a licensed staff member in public schools, including two years experience with migrant or multilingual students. 
  5. Knowledge of effective practices in strategies/programs for students who are Migrant or Multilingual students. 
  6. Ability to meet the physical and mental requirements necessary to perform the essential functions of the position.

  2. Demonstrate professionalism and appropriate judgment in behavior, speech, and dress in a neat, clean, and appropriate professional manner for the assignment and work setting.
  3. Utilize appropriate equipment and software as established for agency use as well as other equipment and software appropriate to the assignment.
  4. Maintain regular and punctual attendance. 
  5. Confer regularly with immediate supervisor.
  6. Follow all District work procedures and reasonable requests by proper authority.
  7. Perform program responsibilities in accordance with statutes, administrative rules, policies, and collective bargaining agreements.

About Lane ESD’s Migrant Education Program
Lane ESD Migrant Education Program (MEP) provides Title IC administration, identification and services for 29 school districts in Lane and Douglas counties.
Title IC funds support high quality education programs for migratory children and help ensure that migratory children who move among the states are not penalized in any manner by disparities among states curriculum, graduation requirements, or state academic content and student academic achievement. MEP services include: 24 hour accident insurance, parent involvement and meetings, referrals to community resources, academic support, college and career transition classes, pre-school support, and summer school.
